Fields and phases of support Phases • Identify of financial, administration and HR related needs (hectic) • Initial Support • Continuous Support of an ongoing mission • Supply and support of new rotation • Finishing rotation and closing mission’s needs Routine tasks • Selection and training of personnel • Informing and supporting selected personnel on a regular basis while in or out of country • Providing tools/equipment and maintenance of equipment • Medical treatment, mental hygiene • Insurance of serving personnel Some items on the list are not fully covered by the present system

Typical reasons of faults in the supply chain • No detailed financial plan in advance of the Government’s decision (pre-financing from Police HQ) • Selection of personnel is not finished on time before the procurement procedure starts • Unknown and non standardized equipment and services needs • Non-flexible regulations

New tasks • Higher and more important positions in most missions • Head of Crime (UNMIK) • Head of Monitoring (EU LEX) • Other key positions in other areas • Larger number of officers • UNMIK (Kosovo) • 1999 5 officer • 2003 10 officer • 2007 15 officer • 2008 30 officer • 2009 50 officer New challenges Officers are ready and able to fulfill all the required tasks in higher positions, but it needs to be backed with administrative support, including logistics.
