  16. Nordic innovation monitor: Iceland 2009 Overall Conclusions on Iceland’s Innovation Capacity • ICT - and ICT use is an important prerequisite for innovation. Among all Nordic countries, Iceland has the second-best framework conditions for ICT. • Iceland could benefit from focusing on the quality of the education system and work strategically to make the funding materialize in a high excellence education system. • Iceland could benefit from focusing on re-establishing the venture capital market and other areas supporting an increased number of high-growth entrepreneurs.
