  4. 1.3 Description of the eligible area Objective 2 Upper Austria Upper Austria is located in the centre of Austria with the Czech Republic to the north and Germany to the west. The Objective 2 region within Upper Austria covers 302 005 inhabitants. Considerable disparities exist within the region. While GDP per capita (103%) is above the EU average, it ranks fifth among Austria's regions. The industrial sector continues to play an important role in the regional economy while the service sector is lagging behind. Agriculture still employs a large share (13%) of the region's labour force. The development of R&D and technology transfers of recent years have laid the basis for further structural changes. Unemployment is quite low (3.2%) with considerable higher unemployment in the rural areas along the Czech border. These areas include traditional tourist areas and old industrial areas. As a result, a large number of workers commute long distances to work. 2000-2006 DG REGIO/Unit D3/PL 4 03/01/2020
