  2. Thimpu 1: Actively strengthen FRONTLINES Specific Goal 1: Evaluate and extend pilot MIST training and application into key habitats. Action 1: MIST tool was applied to gather data in number of PAs in Vietnam in the past. An evaluation how this tool used and effective of tool. Training courses may be conducted. • Time Line: Finish by Dec 2014 • Funding: Mobilized from GEF, other projects

Thimpu 1: Actively strengthen FRONTLINES • Specific Goal 2: • Strengthen enforcement to combat illegal wildlife trade. • Action 2:Approve National Tiger Conservation Program by Government Coordinate work of Vietnam WEN with key institution/ stakeholders include Forest Ranger, Police, custom, Market control Depart. • Time Line: Finish by Dec 2014 • Funding: secured – International community, government budget

  4. Thimpu 1: Actively strengthen FRONTLINES Specific Goal 3: Frontline staff will be better equipped to support their patrolling of illegal wildlife hunting and poaching. Action 3: Staff of sixpotential PAs for tiger conservation in Vietnam will be equipped with GPS, Laptops, motorbikes, tractors, smart phone, etc. in support of patrolling work • Time Line: Finish by Dec 2014 • Funding: Mobilized from relevant projects and international donors

  5. Thimpu 2: Diligently conserve tiger HABITAT, inside and outside protected areas, against threats… Specific Goal 1: Assess best potential areas for restoration of wild tigers. Action: 1. Carry out intensive baseline survey to assess the best potential areas for establishment of tiger conservation to restore wild tiger 2. Hold a coordination workshop with key NGOs on initial survey of the potential area for restoration of wild tigers, disseminate its findings internationally. Time Line: Finish by Dec 2014 Funding: mobilized from international sponsor

Thimpu 3: Significantly enhance engaging and sharing the benefits of conservation with COMMUNITIES… Specific Goal: Raise awareness of local communities and reduce hunting and dependence on forest resources. Action: Develop sustainable livelihood, re-settlement and awareness plan for local communities integrated in the development projects Time line: ongoing Funding: government budget, international community and other projects

  7. Thimpu 4. Enhance and mainstream COLLABORATION among TRCs • Specific Goal: • 1. Reduce transboundary wildlife crime, combating international wildlife trade • 2. Enhance transboundary protected area collaboration • Action: • 1. Bilateral MOUs between Vietnam and Indonesia, Lao, Cambodia, South Africa in cross border conservation and cooperation on combating illegal trade signed • 2. Effectively implementation of MOUs • Time Line: Finish by Dec 2015 • Funding: Government budget, international community

Support TRCs with low tiger densities to launch tiger RESTORATION programs… • Specific Goal: Research the feasibility to develop a coordinated, science-based plan for translocation, reintroduction, and rehabilitation of tigers to habitats from which they have been extirpated, or nearly so. • Action: • Host a workshop on feasibility research on this science-based plan in cooperation with the TRCs and international organizations. • Time Line: Finish by Dec 2014 • Funding: Seek from international sponsor, co-finance from NGOs

  9. Thimpu Agenda 6. Significantly accelerate the FLOW OF national and external FUNDS to support actions on the ground… Specific Goal: The tiger conservation activities will be added as the priority in annual operation plan of each PA where tiger distribute. Action: This will be address in the National Action Plan approved by Prime minister Time line: Finish by Dec 2014 Funding: Secured - international sponsor and government budget

  10. Thimpu 7. Develop a new partnership with BUSINESS and INDUSTRY… The policy in payment for forest services will identify the roles and responsibility of Business and industry sector in nature conservation in general and tiger in particular

Develop and implement comprehensive national AWARENESS strategies and Initiatives… • Specific Goal:Carry out an innovative awareness campaign to reduce wildlife consumption. • Action : • Coordinate and sign MOUs with key NGOs/ stakeholders in carrying out awareness activities. • Formulation of NGOs-GOV partnership • Correspondence and Directive from Government on saying no to endangered wildlife (http://www.youtube.com/watch?feature=player_embedded&v=wHU_r5zGIGI) • Funding: secured funding from GEF through WB (1 Million wildlife consumption project) and other NGOs

  12. Thimpu Agenda 9. Develop national action plans … to MONITOR NTRP/GTRP implementation • Specific Goal: Strengthen monitoring and management of tiger breeding facilities • Action: • Establish and run registration and monitoring system for tiger facilities. • Timeline: Dec. 2014 • Funding: secured - international sponsor and government budget
