  • Targets and trading are important
  • Attempt to use as many elements as possible from UNFCCC and KP
  • Negotiations of several treaties
    • Fewer negotiation parties
    • Fewer trade-offs
    • Less incentives for taking on targets
  • Challenge: create multi-treaty system with incentives for taking on targets

    • Targets set as reduction from BAU
    • BAU have to be approved by review team
    • Lower target for newcomers

    • Newcomers: 0% from BAU
    • Veterans: -2% p.a. from BAU
    • With various levels in between?

  • Lives its own life, regardless of ratification
    • Issuance of CERs will continue even if KP fails
  • Clear procedures for the future development
  • No need for new procedures
  • Incentive for taking on targets
    • Countries above graduation level cannot host CDM-projects

  • Start processes that could lead to the drafted strucutures
  • Keep the processes out of the UNFCCC (in the short term)
  • Two main processes
    • Trading Treaty: Countries with ambitious targets should meet and discuss linking and future evolution
    • Tech Treaties: Interested countries should meet and discuss cooperation
  • Sensible strategies also in the event that KP does not enter into force
