PROGRAM CHANGES • Formerly known as Non-Manufactured Wood Packaging (NMWP) or Nematode Program • SWPM is defined as wood pallets, skids, load boards, pallet collars, wooden boxes, crates, reels, dunnage and solid wood frames or cleats of any plywood box • New international standards affect both hard and soft woodsbeing shipped worldwide

  4. CLOSURE OF NORFOLK OPERATIONS • Inspected and remediated shipments for compliance at Norfolk Air and Ocean Terminals from 2001 • Operated Heat Treatment Chamber • 94% compliance attained in FY03 • Compliance is shippers’ responsibility • Norfolk operations terminated 30 Apr 2004

AUDIT REQUIREMENTS • US Dept. of Agriculture/Animal Plant and Health Inspection Service (USDA/APHIS) Audit Options • Performed monthly by an American Lumber Standard Committee (ALSC) certified contractor • Self audit conducted by independent DoD 3rd party. Options include: • Navy Audit Service • NAVFACENGCOM • Internal Review

NAVY COMPLIANCEACTIONS - AUDIT • Developed Audit Checklist • Procure only compliant lumber • Maintain records of procurement and fabrication; personnel training record; controlled use of DOD pest-free permanent mark • Developing on-line audit and reporting program • Identifying Navy Packing and Crating (wood fabrication) sites and POCs, both CONUS and OCONUS

  7. NAVY COMPLIANCEACTIONS - POLICY • Updating web based Certification Training • Preparing SWPM Navy Instruction • Concurred with draft USDA/DOD MOU • Draft DOD Compliance Manual

  8. DATABASE TOOLS • NAVICP developing and enhancing on-line tools • Training/Certification • On-line audit certification • On-line capability for submission of SWPM reporting data • Downloadable forms • On-line Navy SWPM program manager capability for measurement of SWPM compliance by activity • With DOD funding, capability to include other services/agencies
