Canada's Navigational Warning Issuing System (NIS) Overview

Canada's Navigational Warning Issuing System (NIS) was implemented in 2019 to improve the efficiency and effectiveness of the NAVWARN service.   2. OVERVIEW While the broadcast services are provided via a network of 12 MCTS Centres throughout Canada, the NAVWARN issuing service is provided by 5 MCTS Centres (Port- aux-Basques, Sydney, Prescott, Iqaluit, and Prince Rupert). WWNWS14 12 – 16 September 2022

BACKGROUND Implemented in 2019, the NIS replaces the various regional systems with a single web-based software application (based on the initial S- 124 Product Specification schema) which permits consistency in the creation, issuance and publication of Canadian NAVWARNs broadcast through international and national systems. BENEFITS The NIS has improved efficiency and effectiveness of the NAVWARN service through its ability to: • format NAVWARNs into international standards/formats; • translate NAVWARNs into English/French; • disseminate providers/stakeholders; finished products to multiple service • link to databases for information on NAVWARN subjects; • receive information from multiple maritime information services; • use geographical information systems such as ECDIS; and, geo-enabled referencing for plotting of the warnings on • be adaptable to future requirements. BENEFITS (CONT’D) • The NIS and how it is structured with regards to creating messages is compliant with S-124 • Each login gives the user access to all the possibilities that are pertinent to their area of responsibility only • A myriad of possibilities as you begin, but it narrows down the path as you make choices. • Logical and straightforward way to create messages that doesn’t require extensive training up front WWNWS14 12 – 16 September 2022

ADDITIONS SINCE IMPLEMENTATION • The addition of military zones and ice zones • The ability to export NAVWARNs to .csv and .pdf format • The addition of office validators that allow users to receive copies of emails sent for broadcast in the internal NIS • Series can now be deactivated by users with admin rights, meaning that editors will not be allowed to keep publishing NAVWARNs with that series • Charts can now be deactivated in the internal NIS • Duplicated sources can now be merged • Simplified View has been added to the search page of the public NIS • Users with editor rights can change the display names of Aids to Navigation • A print exportable view has been added to the public page WWNWS14 12 – 16 September 2022

  8. ADDITIONS (CONT’D) • A US NOAA chart layer has been added in internal NIS • Users with admin rights can deactivate MCTS sites and assets • A statistics page has been added in the internal NIS WWNWS14 12 – 16 September 2022

  9. UPCOMING CHANGES 1. Integration into SIPA (Aids to Navigation Program Information System) a) AtoN-related NAVWARNs will automatically appear in SIPA. b) It will be possible to view, search, and report upon NAVWARNs in SIPA. It will not be possible to modify them in SIPA. c) All NAVWARNs identifying a specific aid will be listed as related to that aid, in the same way discrepancies and service reports are in the current system. d) A specific NAVWARN Register report will list all AtoN-related NAVWARNs that result in a discrepancy. This will allow AtoN program personnel to monitor the status of discrepancies and ensure those NAVWARNs are closed once the discrepancy is resolved. WWNWS14 12 – 16 September 2022

Integration into SIPA (Aids to Navigation Program Information System) e) If an AtoN-related NAVWARN remains active in NIS for 42 days SIPA Web will: - automatically create a new draft NOTMAR - set the Draft Type to TEMPORARY - populate the attributes with data pulled from the NAVWARN - validate that the aid data pulled from NIS matches the corresponding data in SIPA - notify the Operations Supervisor so they can decide whether the NOTMAR should be published.   11. UPCOMING CHANGES (CONT’D) 2. Incorporation of NAVAREA warnings a. NAVAREA warnings are currently being incorporated into the NIS. This will include a subscription service, allowing our adjacent counterparts to easily retrieve information and provide warnings of outages that may affect their respective NAVAREAs.
