How WFP comesinto the picture… • Based on the findings of 2 assessments missions and the recommendation by the Pacific Humanitarian Team, the following requirements have been identified: • There is a clear need for assistance to strengthen the limited logistics capability of NDMOs and other humanitarian actors throughout the Pacific. • Logistics preparedness, readiness and coordination need to improve to support disaster response. • There is a need for WFP to fulfill its responsibility as the Logistics Cluster Lead in Asia Pacific.

Pacific Logistics Cluster Some background • 2008 : creation of the PHT, recommendation for Logistics Cluster activation and WFP to take on its role as Cluster Lead. • 2009: First evaluation mission to determine potential role for WFP, Deployment of cluster staff to support the Samoa Tsunami response & participation in 2nd PHT annual workshop – the Pacific Logistics Cluster project is written and proposed to donors • 2010: missions to initiate Logistics Capacity Assessments, engagement with other regional partners, contingency planning workshop in Tonga, Set-up of Malaysia Regional cell & participation in 3rd PHT annual workshop

Stakeholders – Logistics Cluster • Being an inter-agency initiative, the stakeholders of the project are numerous; however two distinct audiences can be identified: • Recipient countries: The NDMO’s, national societies and humanitarian agencies present in potential recipient countries. • International responders: Participants of the Logistics Cluster: the international humanitarian community (UN, NGO), as well as governments and military actors that would be involved in the provision of humanitarian assistance

Logistics Challenges in the Pacific • The delivery of relief commodities to affected populations outside the main ports of entry couldbeimpeded by: • Lack of standing arrangements withprivatelogistics providers. • Liaison / Coordination between national and districts levelscouldbeimproved. • High cost of facilities, transport & services in some countries. • Few suitable maritime assets – dependence on militaryassets • In a large scaledisasterpotential for congestion at the main points of entry couldalsocreateseverelogisticsbottlenecks. • Limited warehousecapacities in some PIC. • NDMOs have access to limitedlogisticsresources and littleexperiencedlogistics staff • Limited viable air assetsunder the control of the host government • Limited road and air networks wouldimpede an emergency response. • Customs procedurescanbevery time consuming and bureaucraticallyheavy.

Pacific Logistics Cluster 2011-12 • Deployment of personnel within the Pacific region to support humanitarian organisations and NDMOs. • Technical logistics trainings to be organized in pilot countries • In the event of an emergency, based on request from host country, the primary focus would be on Coordination and Information Management • Logistics Capacity Assessments • Secure funding
