  1. Indiana Department of TransportationProfessional Services Contracting System(PSCS) Letter of Interest Submittal (LoIS)

What is LoIS? • LoIS stands for “Letter of Interest Submittal”. • It is an on-line application in INDOT’s PSCS (Professional Services Contract System), through which Consultant\Vendors submit the Letters of Interest and all required PDF documents for a specific RFP (Request for Proposal) item, in order to be considered for selection for the needed services.

  3. Submitting for Non-Prequal Types of Work

  4. Help is available at any time by clicking this link. Choose an RFP (in most cases there will be only one) Choose an item from the drop down list. You will have to complete a separate submittal for each item that you wish to submit. Choose your office address of the office that will be responsible for the work. This will be used during scoring to calculate the distance between the office doing the work and the location where the work will be done. Select this button to create a list of firms that will be doing work on your team.

  5. If a firm that you plan to use, is on the list, select the firm. If a firm that you plan to use is not on the list, type the firm name here.

  6. If you chose a firm from the list above, the BE Type will already be known. If you type a firm name in, you will need to check this box if the firm is a DBE firm. Enter the percent of work that this firm will do on the item. The total percent of all firms used for this item must equal 100%.

  7. If the type of work that the above firm will be performing is in the drop down list, select it. If the type of work that the above firm will be performing is not on the drop down list, type the type of work here in a few words.

  8. After entering the information for a firm click the “Save” button to add this firm to the list of firms that will be doing work on this item.

  9. If more than one firm will be doing work on this item, keep clicking this button and adding firms to the list until all firms have been chosen and the combined percent of all firms chosen equals 100%. If an error was made when entering information for a firm, you can delete the firm from the list and start over any time before clicking the “Submit to INDOT” button at the bottom of the page. If your firm is one of the firms working on this item, be sure to include it in the list. The firm selected on the previous page now shows up on this list. In this example only one firm will be doing the work therefore we entered 100% for the amount of work this firm will perform on the item.

  10. Each file must be a .pdf or .tif file and must be less than 20MB in file size. Click the browse button and naviagate to each form to be uploaded from your computer. There will be a button for each required form. Enter your APB amount here. Enter the priority of this item compared to the priority of other items you have already entered. Each time you submit a new item for the current RFP, the priority list will show the priority of all items. You can re-prioritize items each time you submit a new item. Once the form is completely filled out, click the “Submit” button to send the information to INDOT.

  11. If you would like to view or print a report showing the information you just submitted, click here. It is not required that you do this, but it will be your only chance to view or print your submittal information.

  12. You can view, print, and/or save this report for your own records at this time only.

  13. Click here if you would like to submit for another item, or to re-submit for any previously submitted items. Note: Any time you re-submit for an item that you have previously submitted, on the current RFP, the previously submitted item is overwritten by the re-submitted item. In other words, only the latest submittal for a specific item is valid.

  14. Submitting for Prequal Required Types of Work

  15. Choose an RFP, Item, and Office as explained in previous slides. Click here to create a list of firms that will be doing work for Prequal Required Categories.

  16. If your firm will be doing some or all of the work, be sure to include it in the list of firms doing work. Choose one of the firms that will be doing work in prequal required categories for this item. Enter the percent of work that this firm will be doing on this item. Each time you select a firm from the drop down list, a list of categories that the firm is prequalified for, will be displayed. If this firm will be the lead firm for this category, check the “Lead Indicator” checkbox. There must be one Lead Firm per category. Check the category or categories that this firm will be working on. Each time you come to this page, you will see a list of categories that still need to be assigned to firms before the submittal can be sent to INDOT. Once you have entered the information for a firm, click the “Save” button to add the firm to the list of firms that will be working on this item.

  17. Click here again if you need to add another firm for prequal required categories. Remember, all categories for the item must be assigned. The firm, along with the categories that the firm will be working on, have been added to your list of firms.

  18. In this example I am choosing a second firm for prequal required categories. Click the “Save” button to add this firm to your list of firms that will be doing work on this item. Only one category is left because I have already chosen firms for all the other categories for this item.

  19. Click this button if there will be any firms doing non-prequal required types of work on this item.

  20. Click the “Save” button to add this firm to the list of firms that will be doing work on this item. Choose or type a “Firm Name” and “Type of Work”, enter the percent of work the firm will be responsible for, and check the box if the firm is a DBE firm, as explained in a previous slide.

  21. In this example a list of all the firms that will be working on this item has been created and the total percent of work to be done equals 100%. At any time before clicking the “Submit to INDOT” button, you can delete and/or add firms on your list.

  22. Enter your APB amount as explained in a previous slide. Browse to the required files for uploading to INDOT as explained in a previous slide. Send the submittal for this item to INDOT. Prioritize this item in relation to any other items that you have submitted. You can also re-prioritize previously submitted items at this time.

  23. If you would like to view or print a report showing the information you just submitted, click here. It is not required that you do this, but it will be your only chance to view or print your submittal information.
