    3. 1. Introduction Inadequate financing for ICT4D development is a fundamental problem in Africa. This needs to be placed on top of the agenda in the context of the African Information Society development which entails the guiding principle of bridging Africa’s Digital Divide. In this regard therefore, ICT as a medium of communication and enabler can contribute more effectively to attain the Millennium Goals in African countries.

    4. Development Assistance / Cooperation 1.International Financial Mechanisms - ODA (Overseas Development Assistance) Industrialized Nations (OECD Constitute volume international Aid financing. Although in early to mid 90s ODA registered significant decline by over 20%. -South- South Cooperation Comparatively is significantly small but in stead increased - Total Development Assistance in Aid to Africa reached $22.2 Billion in 2002 but almost $21.9 Billion went to external debt servicing - Monterrey Consensus on Financing for Development 12% increase recorded in 2003 26% rise projected in 2006

DONOR ASSISTANCE IN ICT 1.Major Donors: - Canada - Approx. $33 Million Dollars per annum - European Commission has € 250 million commitment of multi-year ICT-specific programs - France - committed about € 40 million (2002-2005) to global programs - Germany approx. € 180 million. - Japan - US$ 15 billion over 5 years - Sweden - US$ 18 million in 2003. - United Kingdom - US$ 83 million. - The United States estimate US$ 200 million in 2003. 2. OECD-Recorded 23 bilateral and 23 multilateral donors in the ICT strategy matrix - Statistics has not yet indicated the proposional flow in Africa for ICT4D.

    6. Existing Mechanisms (Some Problems) 1. Largely support to infrastructure - assisting private companies access to capital - open local markets to investments 2. Lark of information on available resources 3. deferring development priorities for funding

    7. Means of Exploitation - Structure ICT development in National poverty reduction Strategy in conjunction with national NICI policy and underlying e-strategies - Partnership design approached to meet national set-targets - Explore models applicable under similar situations to defray transaction costs - Ensure funding that explicitly build capacity for sustainability and in achieving development goals - Consider e-Government projects in the priority list, to take advantage of financial resources in the Global market.

    8. Financing Gaps The TASK FORCE ON FINANCING MECHANISMS IDENTIFIED DEFICIT IDICATED IN THE REPORT TO SECRETARY GENERAL OF THE UNITED NATIONS -, ’’ there are a number of areas in which current approaches to ICT4D financing, by both the public and private sectors, have not devoted sufficient attention to date, and which represent fundamental challenges to the financial and development communities’’. These include: (Refer to section C2. in Conclusion of the Report)

    9. Digital Solidarity Fund For this reason, the Digital Solidarity Fund endorsements will continued, given its merits, particularly in financing Community developmental actions that respect cultural diversity and local contents and targeting of women organizations and use of micro-credit strategies, addressing insolvent demand, with a view to creating new businesses and, in the long term, new markets within the framework of Multi-Stakeholder partnership initiatives.

    10. Conclusion ICT4D Financing therefore, in the framework of Multi-stakeholder partnerships has significant short, medium to long term potential. ICT Development in Africa should take full advantage of available resources and at the same time outreach those resources that have potential benefit to alleviate poverty in Africa.

    11. Recommendation Donors and Partnerships Conference in ICT4D in Africa as a Post Tunis 2005 event to bridge Africa’s Digital Divide.
