    For regional, rural and remote towns and communities (Initial focus on towns of Winton, Longreach, Ilfracombe, Barcaldine, Isisford, Aramac, Blackall, Tambo, Jericho, and Alpha-all in central-west Queensland)
  2. Wi-Fi...what is it? Localised provision of wireless service for connection to the internet Utilises ADSL + connection to existing copper network (fibre where available) Each unit requires an antenna, decoder box and a connection to ADSL-antenna can be indoors or outside Quality of connection is affected by distance, power of antenna and ‘box’, objects (eg trees, buildings) in coverage area, and the number of users at any one time Some WI-Fi services offer free connection to a ‘throttled’ service (500kbs) with the opportunity to purchase ‘un-throttled’ access (similar to ADSL)

Project Objectives Key aspects of the project: Public access to connect to the internet -tourists, travellers, workers, locals Wi-Fi hotspots are predominantly set up to service ‘in-house’ guests, regulated by passwords, and not generally available to the public Promote local businesses and products Customers are ‘in-town’ when they read the advertisements Promote local attractions and events What is on today, tomorrow and next week in the town Be revenue-friendly Revenue from advertising and ‘air-time’ to sustain business model (ie coordinator, general awareness raising and advertising, $$ for repairs/replacement etc)

Infrastructure/installation priorities Installed in towns not on the NBN Co ‘long-term fibre footprint’ map ‘Whole-of-town’ coverage if possible-include Ilfracombe, Isisford, Aramac, Tambo, Jericho, Alpha Installed in main street (of all towns) as ‘hot-spots’ Key coverage area to promote local facilities/business Installed at key tourist attractions where possible Blackall Wool Scour for example Utilising existing ADSL + connection through copper network (fibre where available) Each unit requires an antenna, decoder box and a connection to ADSL...‘off-the-shelf’ product with 24/7 technical backup

Prepaid Internet Access Provision of prepaid facility- To connect to the internet with a variety of prepaid plans Eg Unlimited 1 hour/2 hours/6 hours, 300mb and 24 hours (whichever comes first), 1gb and 30 days (whichever comes first) etc All credit is prepaid and has an expiry date/usage amount Portability-credit is transferable to other Wi-Fi‘d towns in this project Able to be used wherever the Wi-Fi project is installed-hence looking for a regional and tourism-route roll-out

Consistent branding and management Common ‘splash’ page Familiarity and ease of use Create an expectation of what is available in each town, and a constant and reliable source of information Able to ‘tab’ the splash page to include more information that needs to be available Managed on the ‘cloud’- full control over input, maintenance and design capacities

Splash Pages Page as per Slide 6 Other Pages or ‘Tabs’ Emergency Notices (eg road closures, natural disasters) Terms of use, disclaimers etc Lists of contacts (eg Council, health care, emergency services) Links to websites promoting local people and products ‘Apps’ for local services, tours, businesses etc ????

Advantages for businesses Captive marketing Specials from onlylocal businesses, available on the Wi-Fi for that town Nothing to print-just bring the device (eg iPhone) to the business for redemption of the ‘special’ Can see what their advertising dollar is bringing in (ie tracking codes from customers) No competition from external businesses (have to be operating in the town to advertise)

Other Benefits Engagement in the digital economy Minimal training/skilling required Ease of use with support from coordinator, economic and business development agencies ’Low-tech’ approach and ‘plug-n-play’ hardware that is available off-the-shelf Initial Phase: Trial in at least one town in central-west Queensland; preferably two towns of differing size.
