This is not a dictation of what you must and must not do
This is Sport England's view of P2P from Yorkshire Region as agreed by national partners
Don’t have all the answers – some said if don’t have the answers why have the event
Reason we know great work going on around region and sub region – we need to get an idea of all the great work around the region – so we need networks to get together
Today communication coordination & Sharing best practise
Gathering information – getting everyone involved in the field of disability sport on a level playing field of knowledge
This is why we are doing the workshops response to increased questions about the FrameworkThis is not a dictation of what you must and must not do

3. Background information
In July 2006 The British Paralympic Association (BPA), UK Sport, Youth Sport Trust and Sport England commissioned the development of a framework for athletes with a disability to achieve their potential
Shortly after the announcement for London 2012 Shortly after the announcement for London 2012
4. Background information – the Need !!!! Previous lack of guidance around appropriate opportunities, for sports participation for people with a disability
Perceived gap within Paralympic Team GB as established athletes retired
Lack of clarity especially around pathways for emerging athletes to represent Team GB at 2012 Paralympic Games
Research has found that not enough athletes are coming up from local or regional based competitions to engage with performance environments, clubs and squads.
Also a significant level of adults who come into disability late in life, are not being provided with information that would enable them to participate in sport.
Retiring team and no established pathways
Essential if Team GB is to perform well at our home games we need to do something

5. The Strategy for Delivery What is the Framework
A Performance Pathway for Disabled athletes toward the London 2012 Summer Paralympic Games
Guided by whom
Youth Sport Trust - Schools (schools sports partnerships and specialist schools)
Sport England - Community (after schools clubs, clubs, disability networks),
SCuK
NGBs & Sport Specific delivery (perf & high quality environments)
coaching, Regional Squads & Competition
links to other NGB funding
External networks - HE/FE (Facilities, mentoring)
Health - adult identification
UK Sport - National squads through the National Competition Framework These Delivery System key partners at strategic national level
Following consultation with a wide range of partners and a review of existing programmes and initiatives, a framework has been developed to enhance existing player pathways and provide increased opportunities in sport for disabled participants.
The Framework incorporates pathways for disability sport from Schools (schools sports partnerships and specialist schools) led by Youth Sport Trust and the Community (after schools clubs, HE/FE and adult identification through health related networks) led by Sport England. Linking into this are the player and performance pathways from NGBs providing performance environments and high quality coaching (some Club and Coach Funding projects) for identified talented participants to enter County, Regional and National squads through the National Competition Framework delivered in conjunction with UK Sport. These Delivery System key partners at strategic national level

6.
This is the Framework – you have a copy
Point out different aspects of different organisations
Emphasis on the age of participants
Said looking at a talent pathway boost 2012 team … if this is so have 4 years to do this
Therefore are we looking at participants at the higher ages groups for 2012 and the lower age groups for sustainability

7. The Challenge of the Framework – national figures
Emphasis the are national figures for three years
Sport England we are working on a formula to split these figures make it fair across England
From Sport England's view point our targets bring issues complicated by the fact have young people coming from YST
Adults from outside communities

8. Not just Participants – there has to additionality Coaching
Volunteering

Creating good quality facilities
Sharing best practise
Linking into these opportunities – IFI, NGB event, LA events, HE/FE
Framework becomes a Co-ordinated Participation Pathway Recognised that the Framework can not by just a talent pathway
Natural drop of participant who don’t want to progress or who can not progress
But we need to cope with the demand being created by the framework
Support for the athletes – C,V, O
Facilities – IFI
Cost – Sports Aid and other charities
Networks already exist – share best practise

Sport England have had nothing to do with the running of Athlete Id Days at SSP – area for workshop to current work going on
Talent Recognition and Development toolkit in addition to the wide range of information and guidance currently available to teachers around the inclusion of young disabled pupils in PE and sport.
A national course on “Identifying and Developing Talent in young disabled people” has been developed and will be rolled out nationally through School Sports Partnerships from January 2007.

16. From SSP to County Athlete Assessment & Development Centres
From the multi skills and sports a minimum of 10 young disabled people per School Sport Partnership will be identified as demonstrating higher ability in generic skills and recommended to attend the County Athlete Assessment Centres.
An additional 5 from Key Stage 2/3 who have demonstrated ability in aquatics will be directed to the appropriate ASA development programmes.
Of the identified young people, a minimum of 70% will have a physical or sensory impairment.
To run effect CAADC restriction or min on numbers coming from schools – in line with target set discussed before
There is an expectation from the Framework that because it is driving at 2012 Summer Paralympics Games – 70% young people coming from the SSP will have Phy / Sensory impairment (huge task)
Challenge for the Delivery system to deliver against the target but also cater for whole of the disability community –
Challenge we are current working toward with work we are doing with FDSO – increase in staff (4x CSP) 2X Regional Dev Officers – Deaf and LD….

Best of my knowledge we have no clear decision on which sports wish to participate in Playground to Podium Program
Only know end March 2008
has been a shifting goalpost
