  1. Composting 2007 -Obstacles and Opportunities Scott Smithline Californians Against Waste. www.cawrecycles.org

  2. Identify the Barriers • State, Regional, Local Regulation • Air (South Coast, San Joaquin) • Water (Central Valley/State) • Local Land Use • ADC • Barrier to Sourcing Material (AB 939) • Air Quality Barrier (AQMDs like LFG Capture) • Landfill Based Policymaking • Focus on Capturing CH4, not avoiding its generation • Emphasis at ARB on LFG collection, C sequestration • Generalized failure to account for emission reductions achievable form waste reduction and recycling • Lumber in LF = C Seq., Compost = CO2 Emissions

  3. Identify the Barriers • CIWMB • Inherent Conflict with 939 Achievement • Reluctance to Require Adequate LEA Enforcement of ADC Use • In adopting regulations, the board shall consider, but is not limited to, all of the following criteria: (2)Those conditions necessary to provide for the continued economic development, economic viability, and employment opportunities provided by the composting industry in the state.

  4. Identify the Barriers • Legislature • Diversion phase out for greenwaste ADC failed two years in a row • Data • Don’t have enough • Have not organized what exists • Message-Presence • Composting needs one. • Compare to LF’s messaging

  5. The Policies-no magic bullet • Compost as Mitigation (ARB, WRQCB, CIWMB) • for CH4 Emissions • for Agricultural/other runoff • For N20 Emissions • Etc. • ADC • Phase out • Surcharge • Market Incentives

  6. Policy Venues and Vehicles • ARB / AB32 • Early Action Measures • Emissions Inventory (Emissions and Sinks) • Subgroup • Mandatory Reporting • workgroup • Scoping Plan • Emission Reductions/Markets • Climate Action Team • General/EAM workshops • “Landfill” Working Group • CIWMB • Joint CEC LFG Emission Study • EAM’s • Organics LCA • Legislature • SB 1016 (Wiggins) • SB 1020 (Padilla)

  7. Closing Remarks • Laboratory experiments suggest that a fraction of the carbon in landfilled organic waste may be sequestered indefinitely in landfills depending upon local conditions. However, there are no plausible scenarios in which landfilling minimizes GHG emissions from waste management. • The Intergovernmental Panel on Climate Change (IPCC) Third Assessment Report (TAR) Sign up for our Recycling Advocate: www.cawrecycles.org
