2. 1. UNHCR Introduction The UN Refugee Agency (UNHCR) was established in 1950 by the United Nations General Assembly with the mandate to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. In more than six decades, UNHCR has helped over 65 million people around the world to rebuild their lives. Utilizing the expertise accumulated from years of experience, the UN Refugee Agency extended its protection to the internally displaced and stateless persons who are suffering from constant civil wars, violence, natural disaster, etc. as well as refugees. The headquarters is located in Geneva, Switzerland with a staff of some 10,966 people in 130 countries including the Republic of Korea. UNHCR continues to help about 65.6 million persons of concern. Such efforts were recognized, UNHCR won Nobel Peace Prizes both in 1954 and 1981. Its official legal name is the United Nations High Commissioner for Refugees, but externally it is referred to as the UN Refugee Agency or UNHCR.

Project in General • Criteria and Evaluation • The final vendor will be selected considering all the submitted documents of portfolio, quotation, proposal. • The Financial offer will use the percentage distribution : 30 % and the Technical offer will use the percentage distribution 70%. • Please submit your offer using the Annexes provided. Offers not conforming to the requested formats may not be taken into consideration. • Payment • According to the contract which will be signed by the two parties, the estimated cost will be paid within 30 days after issuing an invoice. • All services provided to UNHCR are zero-rated (“0 percent tax rate” is applied.) * Article 26, Paragraph 1, Subparagraph 4 of the Enforcement Ordinance of the Value-Added Tax Act Article 26 (Range of Other Goods and Services, etc for the Acquisition of Foreign Currencies) ① Goods or Services for the acquisition of foreign currencies specified in Article 11, Paragraph 1, Subparagraph 4 of the Act shall be defined in the following Subparagraphs 4. Premises of the mission, consular premises in Korea (excluding consular premises whose chief is an honorary consul), the United Nations and equivalent international organizations (in case privileges and immunities canbe granted in accordance with agreements to which Korea is a party and other national legislations), goods or services provided to the United Nations forces or the US troops

5. 3. Submission & Contact Information • Required documents to be submitted • Technical Offer: This offer must include service details except cost information. The applicants who fail to comply with the requirements will be disqualified. Also, Each tenderer must submit their proposal for review, which will include: • General profile of the organization including year founded, list of team members including core staffs that will conduct the survey, number of similar and successfully completed projects, list of clients. Please refer to the Annex B of Company profile. • A description of organization’s capacity to provide the service and experience in these services and reference to any similar projects conducted in regard of the TOR’s.
