  3. IEEE Work on SAR Estimation • Work started in March 1997 • Two working groups: • WG 1 Experimental Measurements • WG 2 Computational Methods • Objective is to define both methods • Priority to WG 1

  4. WG1 - Background • > 50 subscribers • define characteristics of components used, i.e. probes, phantoms, etc. • define measurement protocols • define methods of measurement validation • define interpretation of SAR data

  6. IEEE vs. FCC • FCC Doc 96-326 refers to a need for a standard in order to enforce compliance requirements (OET 65 Supplement C) • The FCC policy is not a part of IEEE work • FCC took active role

  7. APREL/SSI Contribution • Spectrum Sciences Institute and APREL Laboratories supported work of the SCC34 with active participation • One (in average) contribution per meeting • Active in the Phantom & Ear Task Group • Active in improvements of algorithms and other uncertainty contributing factors • Active in evaluation and improvements of proposed Phantom CAD files • APREL and SSI gained substantial support in July & September 2000 votes

WG1 - Status • 7-section draft P1528 put for internal committee ballot in September 2000 • Large number of negative votes with proposed corrections to change vote to acceptance • main issues: uncertainty, protocol, phantom • Draft P1528 modified and resubmitted for ballot in November 2000 • Passed with 1071 comments and objections • Improved draft re-balloted without Section 6 (interpretation of data) and without Annexes E,X • 268 comments and objections • Another 89 comments and objections on Section 6 and Annexes A&X from FCC alone

Status P1528 Draft • Section 1 - OK needs editorial adjustments • Section 2 - OK needs editorial adjustment • Section 3 - OK minor editorial • Section 4 - Tissue part acceptable, phantom agreed • Section 5 - Needs editorial • Section 6 - Not yet acceptable • Section 7 - OK minor editorial, reference SAR included • Annexes - have to be reconsidered from editing point of view, Annexes E&X not yet acceptable

  10. CENELEC Status • CENELEC Drafts EN 50360 and EN 50361 approved for ratification • No harmonization w.r.t. limits (2W/kg vs 1.6W/kg) • Averaging over 10 gram of tissue • It is assumed that the IEEE and CENELEC phantoms are the same • Impact of variances in tissue simulation to be evaluated

IEC TC106 and TAG Status • IEC Draft PT62209 circulated for comments • Amendments from Helsinki meeting (April 25-26,2001) incorporated in current draft • Several discrepancies exist between PT62209 and IEEE P1528 • Harmonization with IEEE being worked out • It is assumed that the IEC, CENELEC and IEEE phantoms are the same • Next meeting in Firenze, Italy October 16-17, 2001

OET 65 Suplement C • New document issued – June 2001 • Scope includes ALL wireless devices and not only handsets • Handset testing for ear use and use with accessories • Handset tested on a head phantom with 2-mm shell and 6-mm ear spacer – not necessarily SAM • Body mount and face position tested on a flat phantom • Supplements C is “not mandatory”, however only submissions following this document may be approved by TCB’s • TCB’s trained in Washington DC by FCC and in Harvard Il. by “SAR expert team” (September 2001)
