"Extraordinary humanitarian services" are defined as professional activities initiated by psychologists, working alone or in association with others, to help alleviate severe stress and restore psychological well-being to a group of people in a variety of difficult circumstances, including but not limited to the following: Survivors and/or victims' families following a significant event such as a natural or person- induced disaster, a national or international incident, a civil war or a forced migration A community of any size in which long-term political, economic, social and/or other circumstances have caused severe stress and psychological problems for a substantial portion of that community. The fellow will focus on one or more issues related to the WHO Mental Health Action Plan. To this end, CIRP sponsors an award for the most outstanding psychology dissertation on international and global communities. The expectation is that these grants would serve as seed funding for the development of sustained international initiatives. David Grants for Research and International Travel in Human Reproductive Behavior and Population Studies The American Psychological Foundation’s Henry David Fund was established to support young psychologists with a demonstrated interest in the behavioral aspects of human reproductive behavior or an area related to population concerns. The fund sponsors two grants annually: The Research Grant provides up to $1,500 for support of ongoing research in behavioral aspects of population studies or human reproductive behavior. The Travel Grant provides up to $1,500 to support travel related to research on human reproductive behavior and population studies or attendance at an international or regional congress. Individuals may apply for one or both grants. Funds may be used for activities associated with scientific meetings such as the following. Priority will be given to high-impact, specific activities over support to a "general fund" for specific targets: Scientific meeting organizing expenses (e.g., printing, postage, supplies). Scholarships for travel and/or registration for targeted groups (e.g., students, special speakers, presenters from a transitional or a developing country). Support for special events associated with a scientific meeting (e.g., historical exhibits). Social or cultural events associated with a meeting. 4

Awardees are selected by a CIRP-appointed subcommittee made up of a current CIRP member and two CIRP alumni. The funding pool is $5,000 U.S. annually. Typical awards range from $500 to $1,500. Jacobs Foundation Research Fellowship Program Highly talented and innovative young scholars and mid-career researchers working on child and youth development advance their research with a Jacobs Foundation Research Fellowship, which will improve the development and living conditions of children and youth. The Jacobs Foundation Research Fellowship Program is a globally competitive fellowship program for early and mid-career researchers from all scholarly disciplines. A three-year grant allows Fellows to concentrate on their research projects related to children and youth. Scholars who engage in interdisciplinary work on individual development and learning of children Funds may be used to support planning activities in years prior 5

S/he will serve as an analyst and technical specialist and participate in the selection of, and coordinate the work of, short-term Analysts, Researchers and other Technical Specialists. For each pilot activity, the Technical Advisor’s role will be determined at the outset, but it is anticipated that s/he will serve as the Technical Lead on one or more of the pilot projects. S/he will also provide technical oversight of CoVE-MENA’s research studies and contribute to the design and development of CoVE-MENA training materials. The patient, a heterosexual UK man who had a sexual partner in Southeast Asia, is being monitored by UK public health officials after the go-to treatment of azithromycin and ceftriaxone failed to nix the infection. The Neisseria gonorrhea strain is quick to mutate and develop resistance to drugs. The WHO warned in 2017 that without a fresh line of antibiotics, treatment failures would rise as gonorrhea strains increasingly work around existing drugs. The giant country is 1 of 4 WHO producers of the vaccine, but specialists are concerned that Brazil may not be able to produce enough vaccines, and have criticized officials' ham-fisted response to last year’s outbreak. In Rio de Janeiro last March authorities pledged to vaccinate 90% of the state by year’s end; the campaign reached less than a third of the population, and deaths are on the rise. Rio had 17 yellow fever cases in 2016, and 179 so far this year. The Guardian ALZHEIMER’S A Family Affair A strain of Alzheimer’s common in Colombia’s Antioquia region hits patients in their 40s and 50s. It now affects 25 extended families who have been heavily-researched for decades. Previously, scientists have focused on the role of amyloid plaques in Alzheimer’s onset. As questions arise about amyloids, researchers at the University of Antioquia in Medellín are tracking another protein, tau, which forms quickly alongside symptoms of Alzheimer’s. A pilot study of a Colombian family showed, for the first time, tau accumulating years before participants showed signs of the Antioquia mutation. It likely landed in Colombia centuries ago with the Spanish conquerors. Nature MALARIA Femme Fighters In celebration of Women’s History Month, Bill Brieger looks at powerful female figures in the fight against malaria. Exemplars include Nobel Prize-winning Tu Youyou of China, whose discovery of antimalarial artemisinin saved millions; and Maimouna Sanugo, whose leadership with the Africa Indoor Residual Spraying project in Mali helped protect over 850,000 people. Fostering the next generation of leaders is critical—“Science is still a challenging field for women to enter, and even more so in which to progress,” says emeritus professor Rose Leke of the University of Yaounde, lauded for founding the HIGHER Women Consortium in Cameroon to provide training and mentorship to young women researchers.   18. CONFLICT A South Sudan Success Story In late 2013, Médecins Sans Frontières successfully deployed a new WHO decision-making framework for assessing emergency humanitarian response. The framework—which prioritizes need in critical situations involving displaced persons—was implemented in South Sudan when thousands of people sought refuge from military conflict. Using the WHO’s suggested processes, MSF swiftly orchestrated health care, clean water access and vaccine campaigns (prioritized into outbreak prevention and childhood morbidity prevention). Although MSF wasn’t able to obtain Ministry of Health authorization to administer some priority vaccines, the framework helped avert preventable deaths among the displaced and, once adapted for field use, will be a notable tool in emergency situations. Conflict and Health POLICY The Anti-Regulation Regulator Scott Pruitt made his name “fighting one regulation after another,” writes Margaret Talbot. As head of the EPA, which he has sued 14 times, he’s no different. Pruitt courts the opinion of players in industries he regulates, particularly coal, rather than environmentalists and career EPA staffers. His stripped-down “E.P.A. originalism” favors old- school mandates over “newer and broader environmental threats.” A climate change skeptic, he has fought over 30 environmental regulations like Obama-era greenhouse gas and coal ash regulations. A polite trumpeter for Trump, Pruitt clearly has his eyes on the Attorney General’s office. At this rate, he just might get it, Talbot writes. The New Yorker OPIOID CRISIS AIDS Lessons for Opioids In western Europe opioid addiction is viewed “the way most Americans now look at AIDS — as a medical problem,” yet the US has been slow to act, writes Columbia University psychiatry professor Adam Bisaga. At 50,000 a year, US opioid overdose deaths are on par with the AIDS epidemic’s peak. This crisis requires the same long-term medical care, grassroots campaigns, and research funding that saw AIDS-related mortality drop by more than half in 2 years in the 1990s. Instead, medical treatments reach just 10-20% of US opioid patients. To defeat opioids, this treatment gap must be addressed as a medical problem, Bisaga writes. Salon 18

  20. ________Humanitarian Field Guide __________ “Change the World” It always struck me that saying that sounded a lot like grandiose hubris, or at best, a dauntingly overwhelming task. The utter impossibility of it seemed certain until I realized that it can mean helping one person at a time. That is a theme you’ll see throughout this book and our websites and our work. I have added some of my LinkedIn Influencer blogs/essays that I hope may be inspirational, also. The format of this book is inspired by Brian Eno’s A Year with Swollen Appendices, not so much the diary aspect but rather the overwhelmingly large collection of information in the various appendices. Open-Sourced Humanitarian Interventionism It’s long been my goal to make life easier for those working in humanitarian and volunteer endeavors, as well as those in need of help. Indeed, in one way or another, we all need help in one form or another. So, just about everything you find herein and on the Center’s website, is free of charge, and a lot you could also find for yourself. What I’ve tried to do is speed up the search, vet what has been found, and then curate the results, making them as readily and easily available as I know how to. This is my dream of open-sourcing humanitarian work. Current Content, For Pretty Close To Forever The reason for this “reverse engineering” is twofold.
