In recent years, several proposals to reform the Housing Choice Voucher (HCV) Program have been considered in Congress • HUD is working with several Housing Authorities across the country to implement a trial rent reform model • Congress and HUD have placed high importance on rent reform as a focus of the Moving to Work demonstration (MTW)

Reduced payment standards to 90% of Fair Market Rents • Brattleboro Housing Authority (VT) • Housing Authorities that reduced subsidy levels • Housing Authority of the City of Los Angeles • Housing Authority of Santa Clara (CA) • New York City Department of Housing Preservation and Development • Reduced subsidy standards to one bedroom for every two people, regardless of age or gender • Eliminated all deductions and utility allowances • Calculating rent as 35% of gross income or $50 minimum rent • Changing the rent calculation formula • 37,000 households will see subsidy reduced $100-$400 • Increasing rent $100-$200 for 24,000 participants • Doug Guthrie, President and CEO: "Although we're impacting a large part of the population, what we don't want to do is actually have to take people off the program entirely.” • Housing Authorities that pulled back recently issued vouchers • Housing Authorities that terminated assistance to families • New Orleans: 700 • Hartford: 88 • Metropolitan Council: 162 • Fort Worth: 99 • El Paso: 100

This increased contribution in participant rent every month from each of our 3,848 families will allow us to keep all current families housed, rather than cutting as many as 500 families from the program. • Rent increases could range from $25 to $250. • The average increase may be about $55. • The average rent burden may be 32% of gross income. • We hope that all of you will recognize the importance of entering the rent reform partnership with us, knowing that your contribution of an increase in rent is vital to the preservation of a healthy level of housing assistance for all participating families.
