Background • Decision 2/CMP.5 requested the Board to enhance communication with PPs and stakeholders regarding individual projects • Decision 3/CMP.6 requested the Board to enhance direct communication with PPs and stakeholders: • Communication that can be initiated by the secretariat on cases • Stakeholder consultations on general issues • Intensified use of public calls on major regulatory decisions • Decision 3/CMP.6 requested the Board to ensure editorial errors do not lead to incompleteness • Decision 3/CMP.6 requested the secretariat to increase the transparency on the status of case-specific information • EB 62 adopted the modalities and procedures for direct communication with stakeholders

Objectives of interactions • Support the Board and its support structure in identifying areas in the CDM regulatory framework for enhancing objectivity and clarity, and/or ensuring environmental integrity • Allow the Board and its support structure to obtain relevant information at appropriate moments • Enhance the stakeholders’ understanding of CDM rules • Ensure transparency

  4. Existing mechanisms for interaction • Two main areas: • Communication on policy matters • Communication on case-specific issues

  5. Communication on policy matters • Communication initiated by the Board • Communication initiated by stakeholders

Board + secretariat DNAs Board/CDM AP secretariat DOEs/AEs Communication initiated by the Board • Global/regional DNA Forum meetings (nb of meetings decided in MAP) • Interaction with global DNA forum Chair at EB meetings (2/year) • Interaction at EB meetings (every meeting) • Interaction at CDM-AP meetings(2/year) • Conference calls after each EB meetings

Board/ Supportstructure Stake-holders Communication initiated by the Board • Interaction at EB meetings (every meeting) • Calls for input, targeted workshop (during preparation of regulatory documents with significant impact on stakeholders) • System-wide consultation workshops (round tables, Joint Coordination Workshop). Nb to be decided at the beginning of the year • Input to the annotated agenda of the Board meetings

  9. Implementation challenges • Timely response to letters from stakeholders • One weeks for inputs to EB annotated agenda considered to be too short • Feed-back mechanism for repoting on how the submissions have been taken account of • Recommendations for improvements?
