Build vs. Buy BUILD BUY 30-year-old building and converting it to Class A office space Inadequate parking within reasonable walking distance Need more lead time and due diligence to plan the move Ad-valorem at $6 million, will cost about $12 million – and you can build NEW for $12 million • Highest and best use of County-owned vacant land • Proven track record of Construction by the County (example Utilities Building) • Will provide ample time for planning the move • Overall creates greater value for the County

  3. Fiscal Responsibility • More due diligence before paying top dollar for a 30-year-old building (comparable sales analysis, appraisal) • New construction on County-owned land for $200/sqft. Versus approx. $150/sqft. for 30 year old building (after refurbishments) • Where is the project plan?
