Background • Most OCSO Deputies carry a portable radio, many also have a mobile radio installed in their assigned vehicle. • Originally purchased in the early 90s, these 15-17 year old radios are now obsolete. • Replacement parts are no longer produced, and hard to find. • Replacement radios must operate on the current legacy system and any future standards based system.

Negotiation Process • Partnered with OCSO to select replacement radio, options and accessories. • Worked closely with Purchasing staff to conduct market research. • With Purchasing and OCSO support, conducted extensive negotiations over several months. • Reviewed final contract with OCSO to ensure their public safety needs were met. • Ensured contract would also allow Orange County municipalities to obtain same pricing. • Succeeded in reducing total cost by over one million dollars.

  14. Summary • Current radios are obsolete, parts are scarce. • Positive OCSO feedback on replacement radio. • Contract addresses all mobiles and 1300 portable radios. Remaining 240 portables will be replaced as funding becomes available. • New radios will operate on the current legacy system and any future standards based system. • With OCSO and Purchasing support, successfully lowered the final cost by over a million dollars. • Two-thirds of the funding comes from grants and special purpose revenue.
