  2. Background How did we get here?

Problem • In 2015, mold was discovered in the Assessor’s office at 4721 Indiana Ave. • A contractor was hired to remediate the mold. • Following remediation, an environmental assessment was done on the office building. • Mold remained / resurfaced • The building should not be inhabited • The Assessor’s staff immediately moved to other space.

Path Forward – January 2018 • Conduct a Geotechnical Analysis to identify the maximum capacity of the foundation/structure. • Township Board will discuss and agree upon all feasible options for permanent office space for the Assessor and staff. • Initiate public outreach at Annual Meeting • Conduct public outreach meetings in a focus group format to inform the public and receive feedback on the options. • The Township Board will review the feedback from the public meetings and develop a prioritized set of recommendations of the options. • Develop high-level implementation plans for the prioritized options. • Conduct a Special Meeting of Electors to select the option for implementation. • Implement the plan for the selected option.

Possible Options • Demolish entire structure; design and construct full new office building • Demolish structure, while keeping foundation; design and construct new office building on existing foundation. • Demolish portions of structure, while keeping foundation and basic shell of the building; design and construct office using foundation and shell. • Continue to rent at an off-property location; demolish existing building • Purchase alternative site (if existing site identified); demolish existing building • Rent until alternative site presents itself (below a pre-determined value), then purchase alternative site; demolish existing building

Option 1: Demolish & rebuild new Advantages Disadvantages • Building will be suited for the Assessor’s current and future needs. • Stronger, more efficient structure can be designed & built. • Can design to accommodate other Township needs. • Lowest long-term operational costs, if maintained appropriately • On Township property, adjacent to other Departments. • Provides permanent location for office for staff and residents • No off-site purchase of real estate, which removes an office building from the tax base • Most expensive option ($2 - $2.6 Million) • Most extensive coordination and permitting needed • If Township government undergoes significant change or consolidation, then return on investment not realized by the Township

Option 2: Demolish & rebuild on existing foundation Advantages Disadvantages • Building will be suited for the Assessor’s current and some future needs. • Stronger, more efficient structure can be designed & built. • Lowest long-term operational costs, if maintained appropriately • On Township property, adjacent to other Departments. • Provides permanent location for office for staff and residents • No off-site purchase of real estate, which removes an office building from the tax base • High cost ($1.7 - $2.1 Million) • If Township government undergoes significant change or consolidation, then return on investment not realized by the Township • Will be contained to the existing footprint

Option 3: Demolish Portions & Rebuild on Existing Foundation and Structural Steel Advantages Disadvantages • Building will be suited for the Assessor’s current and some future needs. • Stronger, more efficient structure can be designed & built. • Lowest long-term operational costs, if maintained appropriately • On Township property, adjacent to other Departments. • Provides permanent location for office for staff and residents • No off-site purchase of real estate, which removes an office building from the tax base • Moderate to High Cost ($1.4 – 1.8 Million) • If Township government undergoes significant change or consolidation, then return on investment not realized by the Township • Will be contained to the existing footprint

Option 4: Continue to Rent Off-site Space, Demo Existing Building Advantages Disadvantages • Low-cost solution (current rent is ~$52,000 / year) • Provides flexibility to relocate if needs change, and more permanence than current situation. • Remove hazard of existing building • Avoids major expenditure during uncertainty of future of Township government. • Current site becomes usable space for future needs. • Locates Assessor separate from other Departments • Minimal impact on operations • Residents who visit multiple departments may need to make 2 trips.

Site, Demo Existing Building Advantages Disadvantages • Use low-cost solution until most cost-effective site found • Provides flexibility to relocate until site found, and more permanence than current situation. • Remove hazard of existing building. • Delays major expenditure during uncertainty of future of Township government. • Current site becomes usable space for future needs. • Moderate Cost ($700k - $1.2 Million) • Locates Assessor separate from other Departments • Minimal impact on operations • Residents who visit multiple departments may need to make 2 trips. • Governmental purchase of real estate removes an office building from the tax base
