Competences of the Province • LR 24/2002 and smi: • draw the Provincial Waste Management Plan • coordination of the associations among who is commited at realizing the integrated waste managemnt system; • verify the implementation of the PWMP, also through the Waste Provincial Observatory • Periodic control on the management activities, brokerage and trade of waste (included the inspections of violations) • Provide permits • substitute of municipalities, consortium, mountain communities and the basin consortium in case of lack of their commintments. • assure the solid waste manegement in the area of the province and mangement of emergency situations as a priority inside the area itself. • environemntal education • DLgs 152/2006 and smi: • functions of planning and management of the recovery and disposal of waste in the provincial area and in particular: • a) Control of inteventions of remediation and monitoring; • b) Periodic control on the management activities, brokerage and trade of waste (included the inspections of violations) • c) …… Provide permits; • d) Identification of areas for the localization of the disposal and recovery plants Il DLgs 152/2006 has not been trasposed by the Piedimont Region

  8. Waste hierarchy The Directive 2008/98/EC on waste, trasposed into the italian legislative framework by the D. Lgs 205/2010, requires that EU Member States take appropriate measures in order to promote : • Prevention: reduction of waste generation, of hazardous substances and negative impacts of wastes on human health and the environment; • Preparing for re-use: control, cleaning, dissambly and reparation operations, by which products or components after becoming waste can be re-used without any additional pre-treatment; • Recycling: any operation of recovery of waste by which to obtain products, materilas ore substances to be used for their original function or for other pourposes; • Energy Recovery • Disposal that is the last phase.

Municipal waste integrated service (r.l. 24/2002) “All the interconnected activities, actions and structures, that, organized following criteria of protection of the environment, effectiveness, efficiency and economy, allow at optimizing, in terms of reduced environmental impact, the operations of collection, separate collection, transport, recovery and disposal of municipal waste. "

The Office Integrated Waste Cycleof Province of Turin: • prepares and updates documents for waste management plans at provincial level, in accordance with the national and regional legislation in force; • promotes and coordinates actions and projects to implement the integrated waste management system in particular by promoting, financing and monitoring the implementation of local projects and the building up of plants, by the consortia, municipalities and other organizations; • carries out coordination and communication activities within the subject areas of expertise; • monitors the integrated waste cycle (generation, collection, recovery, disposal) and the effectiveness of provincial and other institutions policies, through the Provincial Observatory on Waste

Provincial Observatory on Waste Law no. 93, 23 March 2001 "Provisions in the environmental field“, art. 10, paragraph 5defines the creation of a network model of the National Observatory on Waste which must have headquarters to support the functions of monitoring, planning and control of the Observatory itself, the provinces must then establish, without additional burdens of public funds, within one hundred twenty days from the date of entry into force of the law, the provincial observatory on waste.

Provincial Observatory on Waste The Regional Law n. 59/95 establishes the Regional Observatory on generation, disposal and reuse of waste.The Province of Turin Observatory on waste is envisaged in the first PWMP prepared by the Province of Turin (1998), with functions of monitoring and instrumental support to the implementation of the policies defined by the programming tool.The following programs will confirm and strengthen its functions.

The POW’ activities It monitors the status of the integrated cycle of municipal waste management system: • production (trend monthly and annual consolidated data, disaggregated by type and municipality) • collection (collection system used) • quality (product analysis - IPLA) • flows (origin, first and second destination, quialitative-quantitative data) • treatment (installed capacity power, annual contributions)

The POW’ activities It monitors the status of the integrated cycle of municipal waste management system: • disposal (authorized volumes, bi-annual transfers, annual residual volumes) • supporting structures (localization and service offered by RDF) • tariff of treatment/disposal (landfills and public treatment plans for organic waste) • costs of services (tariff charged for collection, transport, selection, treatment, contributions to CONAI) • agreements between institutions (Conai, consortia ....)

  25. Road: different materials are separately collected using bins placed on the road: there is no correlation between collection containers and user. It is often the precise placement of bins only for general waste Main systems of separate collection of municipal waste Proximity: bins are placed on public ground, often the type of bins is complete: there is a close correlation between bin and user, in some cases the user is equipped with a system to open the bins.

Mixed: severalsystemsfordifferentmaterials are used Main systems of separate collection of municipal waste In order to support different collection systems in the province of Turin, over the years 103 collection centers have been created. These are essential structures especially where the domestic system is implemented.

In the Province area all the collectionsystemshavebeenadopted: • To better adapt to different areas(metropolitan city, concentrated city, urban sprawl, rural areas, mountainous areas ....) • To make more effective the result - cost of service ratio • because of non made choices ​​(some municipalities, especially small size town and in mountain areas continue to have only a road type collection, sometimes incomplete) • The first policiesofmodificationof separate collection system started in 1998: • In thatyear the road typecollectionoccurred in all the municipalities, in some ofthem the separate collectionaswell (road type separate collection) • In thatyear the separate collection in the provincial area was 12,3%

  28. Collection systems in the Province of Turin Nowadays, in about 270 municipalities (out of 316 of the whole province) a non-road waste collection system occurs (or is being activated) . The 270 municipalities account for almost 70% of the population of the province of Turin.The city of Turin is only partially served by non-road systems of waste collection (253.000 inhab. Approximately of 905.000, corresponding to the peripheral belt).In the provincial area 103 collection centers are also active .The percentage of recycling, thanks to the efforts of municipalities, Basin Consortia, waste management public companies and to the technical commitment and financial support of the Province of Turin, has now firmly reached 50%.

Funding of projects: • To achieve these results, the Province of Turincommitted the ecotax (environmental tax dueby municipalities for the landfill) in favour of municipalities and Consortia for: • the activation of innovative systems of separate collection (mostly domestic, but not only, and not as a forced choice), • the realization of part of the existing collection centers, • the shift from tax to tariff • other measures to improve the separate collection, building up of plants, reduction of generation of waste (including studies and researches, communication activities, ....). • There was a financial commitment of 30 million euro in almost 11 years. • Grants have been given through 4 specific calls (2 for the collection system and 32for the collection centers). Other general interventions have been added (separate collection, infrastructure, projects of reduction, ...).

Financed (or in progress) 205 municipalities. Alrrady appointed €6.500.000
