  1. GRANT MANAGEMENT SEMINARS 2015-2016 MEMORANDUM OF UNDERSTANDING

  2. The emphasis of my presentation is on the agreement, “Memorandum of Understanding” all clubs that want to apply for grants must sign. However, we want you to understand that District 6000 must also sign a Memorandum of Understanding with Rotary International. Stewardship is the key herefor all of us.

  3. Authorization and Agreement This memorandum of understanding is an agreement between the club and the district and acknowledges that the club will undertake measures to ensure the proper implementation of grant activities and proper management of Foundation grant funds. By authorizing this document, the club agrees to comply with all of the conditions and requirements of the MOU.

  4. On behalf of the Rotary Club of ________, the undersigned agree to comply with all of the conditions and requirements of the MOU for Rotary year (2015 -2016)_ and will notify Rotary International District (6000) of any changes or revisions to club policies and procedures related to these requirements.

  6. Rotary International District 6000 Addendum to The Rotary Foundation Club Qualification Memorandum of Understanding

  7. This Addendum to The Rotary Foundation’s Club Memorandum Of Understanding is applicable to Rotary clubs in District 6000 that desire to participate in The Rotary Foundation grant programs. It is an agreement between the Rotary Club and District 6000 describing the procedures the club will undertake to ensure implementation and management of District 6000, Community Service Grants and/or Global Grants

  8. 1. Club Qualification To participate in Global Grants (international) and District 6000 - Community Service Grants (within District 6000 boundaries), District 6000 clubs must agree to the following stewardship and financial requirements.

  9. A. Send the club president-elect or at least one designated member club officer to a District 6000 Grant Management Seminar each year for grant qualification and management training. Also, attendance is recommended for member(s) who will be drafting the grant application(s) or who will be the primary contact for the grant. B. Approve and comply with the MOU of The Rotary Foundation. C. Approve and comply with this Addendum to The Rotary Foundation MOU. D. Accept responsibility for the use of grant funds for club-sponsored projects regardless of who controls the funds.

  10. E. Understand that qualification may be suspended or revoked for misuse or mismanagement of grant funds

  11. F. Cooperate with any financial, grant or operational review or audit.

  12. 2. Club Officer Responsibilities Club officers have primary responsibility for club qualification and proper implementation of Global Grants and Community Service Grants including:

Appointing the club president-elect or at least one designated memberto implement, manage and maintain club qualification; • Ensuring that all TRF grants adhere to proper stewardship measures and management practices; • Ensuring that all individuals involved in grants conduct their activities to avoid any actual or perceived conflicts of interest

  14. D. Ensuring that applications for Community Service Grants are reviewed and approved by the club’s Assistant Governorprior to submission to the District Grants Committee; E. Ensuring that applications for Global Grants are reviewed and approved by the appropriateRegional Coordinator and submitted to the Global Grants Committee for approval --Beforebeing filed with The Rotary Foundation.

  15. 3. Financial Management Plan The club must have a financial management plan to provide consistent administration of District Grant funds with procedures to:

  16. Maintain a complete record of all receipts and disbursements of grant funds; • Maintain segregation of duties for handling funds; • Ensure that all grant activities comply with applicable laws and regulations.

  17. 5. Reports on Use of Grant Funds Grant reporting is a key aspect of grant management and stewardship as it informs TRF and District 6000 of each grant’s progress and use of funds. District 6000 has the following expectations.

  18. Global Grant host partners will accept responsibility for preparing and submitting interim reports and final reports. District 6000 international partners will maintain records of reporting schedules and communicate with host partners when reports are due. • B. District Grant progress reports must be submitted to the District Grants Committee Chair every three months until the project is completed and a final report must be submitted within 60 days of project completion.

  19. C. Each club may have only one open Community Service Grant at any time. D. No Community Service Grant funds will be distributed to a club unless its reports are up-to-date for all of its previous grants.

  20. 6. Document Retention The club must establish and maintain appropriate recordkeeping systems to preserve important documents

  21. Documents must be maintained for a minimum ofSEVEN years. • Documents that must be maintained for Community Service Grants include applications, bank statements, invoices for purchases, receipts for payments, copies of checks, progress reports and final reports.

  22. C. For Global Grantsand Community Service Grantsclubs must maintain qualification documents including signed copies of The Rotary Foundation Club Qualification Memorandum of Understanding and the Rotary International District 6000 Addendum to The Rotary Foundation Club Qualification Memorandum of Understanding

  23. We acknowledge our responsibility for administering grant activitiesfor the Rotary Club of _______________ and we will do our best to assure that the club conforms to the requirements of this Addendum and we will notify Rotary International District 6000 of any changes or revisions to club policies and procedures related to these requirements.
