  3. History of Post Enumeration Survey in Nepal In Nepal, PES has been conducted since the 1981 Population Census. PES of 2001 was the third in series to assess the quality of population census data. The next PES is planned in July- Aug, 2011 immediately after the PHC 2011

  4. Organization for conducting PES • Central Bureau of Statistics, Nepal is responsible for conducting population census and PES as well. • PES is a part of the activities of Population Census planned in advance and adequately budgeted for conducting the program.

  5. Recruitment of Supervisors and Enumerators • PES enumerators and supervisors were selected from the regular staff of CBS . Special emphasis was given to select qualified and experienced staff to perform PES field work . Sixty field staff were used for PES purposes.

  6. Training for Enumerators and Supervisors • Enumerators and supervisors were trained by senior officials of the bureau and UNFPA consultants intensively for three days and a day field test was also conducted. • A syndicate class followed by each general class was conducted to clarify the issues and to make the trainees more confident.

  7. Questionnaire Design • Three sets of questionnaire – Form I, Form II and Form III were prepared with full set of instruction manuals. • A field test of the questionnaire was made in the rural as well as urban areas of Nepal

Sample Design and Planning • The survey was planned as an independent interview of all households in the sampled enumerated areas. • 54 sampled points out of 45 districts in the whole country was selected. This covered both rural and urban and all the ecological regions . • Households were selected in three stages – regions, districts, wards( rural/urban)

  9. Independence of the PES • The work was carried out by CBS regular staff who were different from the staff involved in actual census operations and data processing work. • Matching operation was purely desk matching done by diligent staffs of CBS. • Two required checking sheets were prepared for matching purposes.

  10. Analysis domain and results • The estimates of PES was released at national level only. As per the estimates, the PES revealed a gross error of 6.2 percent and the net omission rate was found 5.3 percent. • Content analysis could not be made. • There was no report produced to inform common users. The result was shared only for those interested researchers/ data users. • However, it was not used for adjusting the census results

Method of matching • Matching operation was purely desk matching, which was tedious job and time consuming exercise . • In order to prepare check lists, data collected was entered separately for each sample points in IMPS program and converted in Excell for checking correspondence to each of the census and PES households.

  12. Reconciliation • Field reconciliation was done in 12 sample points for unmatched cases to ensure the omissions. • Staff were interchanged during the reconciliation stage. • Due to time constraints field revisit could not be made in all sample points.

  13. Plan and objective of the 2011 PES • PES is a part of the PHC 2011 as a scheduled activity of the census program • The reference day of the PHC 2011 is June 22, 2011 and PES is planned to be completed within two months after the main census date. • The main objective of the PES 2011 will be to check coverage error of PHC 2011 and content error for some major variables.
