  2. Coverage Compensation case 1 • In case 1, coverage compensation is provided by one cell. • As illustrated, when cell B enters into ES mode, cell A should be notified. In this case, cell A should provide coverage compensation for Cell B. How to provide coverage compensation is TBD (e.g. to adjust its antenna tilt, transmit power, etc). 2

  3. Coverage Compensation case 2 • In case 2, coverage compensation can be provided by multiple cells. • As illustrated, when cell B enters into ES mode, cell A,C should be notified. In this case, cell A,C should provide coverage compensation for cell B. 3

General rules • The triggering of entering ES mode should be in the ES cell. • The compensation cells inform the ES cells of their availability for compensation based on ES cell’s request. • ES cell enters ES mode if all its compensation cells are available for compensation. • The triggering of exiting ES/compensation mode might be in the ES cell or compensation cell. • Compensation cell exits compensation mode if ES cell enters normal mode. 4

Summary • General coverage compensation scenarios and call flows are studied here. • It should be considered to use existing messages (A27-ES Response, A27-ES power-on-off request, A27-ES power-on-off response) defined in A.S0010 as much as possible to support coverage compensation cases. Some new fields might be added. • A new message A27-ES Request is defined for the cases that source RAN which wants to power on/off itself requests its neighbor to provide or exit coverage compensation. • A new message A27-Ack is defined to acknowledge the reception of A27 message. 11

For further discussion • Hybrid OAM-based and signaling-based approach can be used for coverage compensation, e.g. compensation related parameters can be pre-configured by OAM, once energy saving with compensation is triggering through signaling among cells, compensation cell can use these pre-configured parameters to adjust its antenna tilt, transmit power and others directly. 12
