Defining Trends Judea and Samaria • Palestinian riots, many of which were violent, continued on a daily basis during the time of this report; over 75 major cases were noted, including three instances in which rioters threw Molotov cocktails and two instances in which burning tires were placed. Palestinians threw stones at Israeli civilian vehicles on 37 occasions over the last two weeks. • Illegal arms were confiscated by IDF forces over the reported period as well, including a shotgun, two light weapons, four pipe bombs, 76 shotgun bullets, two 9 mm magazines, and a bag of gunpowder. • Terrorist attacks continue in Judea and Samaria . During the period 1 November – 15 November, there were three attempts by Palestinians to place IEDs and a reported assault on an Israeli civilian. • Palestinian security forces’ operations in Judea and Samaria continue but their scope and quality must be increased. When necessary the IDF takes action to prevent terrorist attacks from being carried out. • During the period of this report there were a few incidents involving Israeli civilians, primarily incidents in which Palestinian and Israeli civilians clashed and threw rocks at one another. • The IDF is tasked with maintaining security in Judea and Samaria and applies the rule of the law to all residents in the region.

  3. Defining Trends The Gaza Strip Government Policy on allowing goods into the Gaza Strip continues; crossings are now able to absorb over 300 trucks a day. Hamas continues to act aggressively against Israel. In addition to Hamas’ own terrorist activities, the organization allows various terrorist groups to use the territory under its control to plan and carry out attacks and rocket launches. Despite relative calm in the region, rocket and mortar fire continues. During the reported period, 12 rockets were fired at Israeli citizens, including one rocket that hit a kindergarten. In response to these attacks, the IAF initiated pinpoint strikes targeting a Hamas stronghold and a Hamas police naval base. An attack on a civilian maintenance crew working on the technical fence and an IED placed on the fence highlighted the terrorist activities in the region over the period of this report.

  8. Major Events – Judea and Samaria November 1st – November 2nd November 1st- BGP, IDF and police forces demolished three illegal Israeli civilian structures in the Ramat Migron community. During the demolition, several Israeli civilians rioted and threw stones at the forces. Nine Israeli civilians were taken for questioning. A number of Palestinians rioted and threw stones at Israeli civilian vehicles in the vicinity of the Carmel community. One vehicle sustained damage. A number of Palestinians rioted and threw stones at Israeli civilian vehicles in the vicinity of the city of Hebron. One vehicle sustained damage. A number of Israeli civilians rioted and threw stones at Palestinian vehicles in the vicinity of the Migron community. One Palestinian was lightly injured. Two vehicles sustained damage. Approximately 20 Israeli civilians rioted and threw stones at Palestinian vehicles in the vicinity of the GivatAsaf community. November 2nd- A number of Palestinians gathered near an Israeli Police force during an initiated activity in the city of Jenin. The force dispersed the gathering.

  9. Major Events – Judea and Samaria November 2nd November 2nd- A number of Palestinians rioted and threw stones at an IDF force during an initiated activity south of the KokhavYa'akov community. A number of Palestinians rioted and threw Molotov cocktails at an IDF vehicle patrol during an initiated activity in the city of Hebron. A number of Palestinians rioted and threw stones at the technical fence in the vicinity of the NahalKefira community. An IDF force dispersed the riot. A number of Israeli civilians uprooted several Olive trees belonging to Palestinians in the vicinity of the Migron community. A Palestinian rioted and threw stones at an IDF force in the city of Hebron. The force arrested the suspect. The suspect was taken for questioning. A Palestinian threw stones at an IDF force in the vicinity of the Tekoa community. The force arrested the suspect. The suspect was taken for questioning.

  10. Major Events – Judea and Samaria November 3rd – November 4th November 3rd- A number of Palestinians rioted and threw stones at a BGP force in the vicinity of the NahalKafira community. One BGP soldier was lightly injured. The technical fence sustained damage. Approximately 20 Palestinians rioted and threw stones at a BGP force west of the Adam community. Approximately 25 Palestinians rioted and threw stones at an IDF outpost south of the Migdalim community. The force dispersed the riot. A number of Palestinians rioted and threw stones at an IDF force west of the KamreiTzur community. The force dispersed the riot. November 4th- A number of Palestinians rioted and threw stones at an Israeli civilian vehicle north of the AlfeMenashe community. The vehicle sustained damage. Approximately 10 Israeli civilians entered a Jewish religious site without prior coordination and threw stones at Palestinian houses. A number of Palestinians threw stones at the Israeli civilians in return. One Israeli civilian was moderately injured.

In response, a number of Palestinians threw stones at the Israeli civilians. One Israeli civilian was moderately injured. During an initiated arrest of four Palestinians south of the BeithHagai community, IDF forces discovered a Shotgun and 76 bullets. The arms were confiscated by the force. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle north of the Ma'ale Sharon community. The vehicle sustained damage. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle north of the Ma'ale Sharon community. One Israeli civilian was lightly injured.   13. Major Events – Judea and Samaria November 5th – November 6th November 5th- Approximately 50 Palestinians rioted and threw stones at an IDF force during a vehicle patrol in the city of Hebron. The force dispersed the riot. A number of Palestinians rioted and threw stones at two Israeli civilian vehicles in the vicinity of the Tamar community. The vehicles sustained damage. November 6th- A number of Palestinians rioted and threw stones at an IDF force in the vicinity of the city of Nablus. The force dispersed the riot. A number of Palestinians rioted and threw Molotov Cocktails at an Israeli civilian vehicle north of the Ma'aleShomron community. One Israeli civilian was lightly injured. Approximately 30 Palestinians rioted and threw stones at a number of Israeli civilian vehicles south of the Migdal Oz community. IDF forces used non-lethal means to disperse the riot. A number of Palestinians rioted and threw stones at a number of Israeli civilian vehicles in the vicinity of KarmeiTzur. The vehicles sustained damage.

Major Events – Judea and Samaria November 6th cont’d – November 7th November 6th cont’d- A number of Palestinians rioted and threw stones at an IDF force northwest of the NachalNaguhot community. IDF forces dispersed the riot. November 7th- IDF forces demolished three illegal structures belonging to Israeli civilians in the vicinity of the GivatAssaf community. Following the activity, approximately 30 Israeli civilians rioted and threw stones at the force. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the Shilo community. The vehicle sustained damage. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the Tapuach junction. One Israeli civilian was lightly injured. Approximately six Palestinians rioted and threw stones at a BGP force in the vicinity of the NahalKefirah community. The force dispersed the riot. A number of Palestinians threw Molotov cocktails at an IDF vehicle patrol and Israeli civilian vehicle in the vicinity of the Naguhot community.

The vehicle sustained damage. November 8th- A number of Palestinians rioted and threw stones towards an Israeli civilian vehicle southeast of the Yitzhar community. The vehicle sustained damage. One IED was discovered southeast of the Givat Oz community. The explosive was dismantled by an IDF sapper squad. A number of Palestinians laid burning tires in the vicinity of the KokhavYa'akov community. A number of Israeli civilians cut down approximately 25 olive trees in the vicinity of the Yitzhar community. A number of Palestinians rioted and threw stones at a BGP force in the city of Hebron. One BGP soldier was lightly injured. One IED was discovered in the vicinity of the BeitArye community. The explosive was dismantled by an IDF sapper squad.

Major Events – Judea and Samaria November 8th cont’d – November 9th November 8th cont’d- A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the Ma'aleShomron community. The vehicle sustained damage. A number of Israeli civilians rioted and sprayed tear gas at a Palestinian in the vicinity of the AlonShavot community. One Palestinian was lightly injured. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the GivatHadagan community. The vehicle sustained damage. A number of Palestinians rioted and threw stones at a BGP force in the vicinity of the Yitzhar community. The force used non-lethal weapons in order to disperse the riot. November 9th- A number of Palestinians rioted and threw stones at an IDF force north of the Yitzhar community, the force dispersed the riot. A number of Israeli civilians burned and spray painted several cars north of the KarmeiTzur community. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle south of the KarmeiTzur community. The vehicle sustained damage.

  17. Major Events – Judea and Samaria November 9th– November 10th November 9th Cont’d: A number of Palestinians rioted and assaulted an Israeli civilian in the vicinity of the Nachliel community. The suspects fled the scene. A number of Palestinians rioted and threw stones in the vicinity of the NahalKefira community. BGP forces dispersed the riot. One Palestinian was lightly injured. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the Efrata community. The vehicle sustained damage. A number of Palestinians rioted and threw stones at an IDF force south of the KarmeiTzur community. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle southwest of the Ni'li community. The vehicle sustained damage. November 10th- A number of Palestinians rioted and threw stones at an IDF force in the vicinity of the KarmeiTzur community. One IDF soldier was lightly injured. An IDF force discovered two light weapons, four pipe bombs, and a bag with gunpowder during an initiated activity northwest of the Shim'a community.

One Palestinian suspect attempted to flee an arrest in the city of Hebron. An Israeli police force fired several shots in the direction of the Palestinian. One Palestinian was moderately injured. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the Teqoa community. The vehicle sustained damage. A number of Israeli civilians burned two olive trees belonging to Palestinians in the vicinity of the Shilo community. A number of Palestinians gathered in the spot. Major Events – Judea and Samaria November 11th cont’d November 11th Cont’d- One suspicious vehicle approaching an IDF force at high speed was identified in the vicinity of the BeitHagai community. An IDF soldier initiated the suspect engagement procedure and opened light arms fire in the direction of the vehicle. A Palestinian truck deviated from the road in an effort to avoid hitting the suspicious vehicle and struck an IDF soldier. One Israeli civilian was killed, one Israeli civilian was moderately injured and one Palestiniancivilian was lightly injured. An IDF soldier was lightly injured. Approximately 30 Palestinians and political activists gathered east of the Migdal Oz community. IDF and BGP forces arrested one Palestinian. The Palestinian was taken for questioning. Approximately 50 Palestinians rioted and threw stones at IDF and BGP forces in the vicinity of the GivatShalem community. The forces dispersed the riot and arrested one Israeli civilian and one Palestinian. The Palestinian was taken for questioning. The political activist was handed over to the Israel Police for questioning. Approximately 150 Palestinians rioted and threw stones at the technical fence north of the Halamish community. IDF and BGP forces used non-lethal means in order to disperse the riot. One IDF soldier was lightly injured. One Palestinian was lightly injured.

Two suspects set fire to a trailer belonging to a Palestinian in the KfarEtzion community. The trailer sustained damage. During a vehicle patrol, an IDF force identified an intentionally lit fire in the vicinity of the Rotem community.

Major Events – Judea and Samaria November 13th– November 14th November 13th- A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the Elkana community. The vehicle sustained damage. A number of Palestinians and Israeli civilians rioted in the vicinity of the Gilo community. A BGP force dispersed the rioters. One BGP soldier, one Palestinian and one pro-Palestinian activist were lightly injured. A number of Israeli civilians sprayed tear gas at a Palestinian in the vicinity of the Yakir junction. One Palestinian was lightly injured. During an initiated activity north of the Sde Bar community, an IDF force discovered two 9mm magazines. The magazines were confiscated by the force. November 14th- Two Palestinians crossed the technical fence into Israeli territory in the vicinity of the She'areiTiqva community. One Palestinian was arrested and transferred to the Palestinian police. During a vehicle patrol south of the Migdal Oz community, a number of Palestinians rioted and threw stones at an IDF force. The IDF vehicle sustained damage.

The vehicle sustained damage. A number of Palestinians rioted and threw stones at an IDF force southeast of the Migdal Ozcommunity. The force dispersed the riot. IDF forces discovered 72 damaged Olive trees belonging to Palestinians west of the Ma'aleMichmash community. The matter was handed over to the Israel Police for further investigation. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle northeast of the Hadar community. The vehicle sustained damage. Three Palestinians crossed the technical fence into Israeli territory in the vicinity of the She'areiTiqva community. Three Palestinians were arrested. Two were later released and the third was transferred to the Palestinian police.

The force dispersed the riot November 15th- A number of Palestinians rioted and threw stones at an IDF force during an arrest in the city of Nablus. The force dispersed the riot. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the Teqoa community. The vehicle sustained damage. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the Utniel community. The vehicle sustained damage. Approximately 15 Palestinians rioted and threw stones at an IDF vehicle in the vicinity of the city of Mac'cabim. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the Itamar community. The rioters also threw rocks at an IDF force which arrived at the scene. The force dispersed the riot. The vehicle sustained damage. One Palestinian was taken for questioning.

The vehicle sustained damage. A number of Palestinians rioted and threw stones at an IDF force during an arrest in the city of Rammallah. The force dispersed the riot.

  26. Major Events – Gaza Strip November 1st – November 7th November 1st- Two 'Qassam' rockets landed in the vicinity of the Kissufim community. November 3rd- Shots were fired at a civilian construction crew carrying out maintenance work on the technical fence northwest of the Erez Crossing. IDF forces returned fire towards the shooting's point of origin. The IAF initiated a pinpoint strike targeting the terrorists and their vehicle. Two Palestinians terrorists were killed. November 4th- Two boats reached the coast of Israel in order to break the maritime blockade on the Gaza Strip. The boats were boarded by IDF navy forces and escorted to the Ashdod port where the civilians onboard disembarked. The passengers were registered by the ministry of the interior, and were given the option to be deported. November 5th- A rocket landed in the vicinity of the town of Zikim. One Israeli civilian was lightly injured. November 7th- Three Palestinians were identified placing an IED northeast of the Karni Crossing. An IDF force fired two shells towards the Palestinians. According to the Palestinian media, one Palestinian was injured moderately and two were injured lightly.

  27. Major Events – Gaza Strip November 8th – November 13th November 8th- IDF forces detected a rocket landing northeast of the Karni crossing. November 9th- The IAF initiated a pinpoint strike targeting a Hamas stronghold south of the Kissufim crossing. One Palestinian was lightly injured. November 10th- A suspicious boat carrying three Palestinians was identified crossing into Israeli territorial waters. A navy patrol towed the boat to Ashdod port. One Palestinian was arrested. November 12th- During a vehicle patrol, an IDF force identified two suspects crossing the technical fence into Israeli territory and boarding a vehicle in the vicinity of the Lavan river. The force initiated the suspect engagement procedure and fired light arms towards the vehicle's wheels. The vehicle fled the area. November 13th- A suspicious boat carrying three Palestinians was identified crossing into Israeli territorial waters. A navy patrol vessel arrived to the spot and the boat turned around.

  28. Major Events – Gaza Strip November 13th cont’d – November 15th November 13th cont’d- IDF forces detected a rocket landing south of the town of 'Gavim'. November 14th- IAF initiated a pinpoint attack targeting a 'Hamas' naval police base. One Palestinian was killed. Four Palestinians were injured. November 15th- One 'Qassam' rocket hit a kindergarten in the town of Miflashim. A second 'Qassam' rocket landed near the town.
