  13. SHAPE Authority • The approval authority for all MTTs is the Chairman of the Board of Advisors. • NS(S) staff and faculty may negotiate with Headquarters and Nations to establish planning factors and requirements but must submit any requests for MTTs to the Chairman, BOA.
