First 5: California 0-5 System Building • In 1998, California voters passed Proposition 10, a 50 cent tax on cigarettes, to fund early childhood systems in every CA county. • First 5 statute calls for Commissions to focus on integrated systems for children 0-5 across health, early learning, and family strengthening • 2018 Policy Agenda • Comprehensive Health and Development • Resilient Families • Quality Early Learning • Sustainability and Scale

First 5’s Advocacy: Prevention and Early Intervention • Increase coordination across systems of care to connect young children to screening and early intervention, including through the expansion of Help Me Grow • Expand access to evidence-based family strengthening programs, including home visiting and parent education, to optimize child development and reduce the risk of abuse and neglect • Support parent engagement on child brain development • Ensure children are healthy and have the social-emotionaland cognitive skills to enter kindergarten ready to learn

  8. Strengthening Families HMG- Linking to Early Child Mental Health HMGrecognizes that the foundation for mental health is set in early childhood and is critical to healthy development. We actively promote the need to screen children for social-emotional well-being, an area that is often overlooked in other settings. Example: HMG-QRIS partnership. As such, our system is designed to increase identification of ALLdevelopmental concerns in young children, including social-emotional and behavioral concerns.
