  4. Prioritas Dalam Keadaan Emergensi • Keselamatan jiwa manusia • Keselamatan kapal • Pencegahan polusi

  5. Definisi Emergensi • Kecelakaan di laut atau kerusakan peralatan kapal • Mengancam jiwa, kematian atau kecelakaan manusia • Polusi di laut

  6. Tanggung jawab Master • Master mempunyai overriding authority dan bertanggung jawab membuat keputusan yang berhubungan dengan safety dan polusi dan meminta bantuan Perusahaan bila diperlukan.

  7. Yang harus memahami Emergency Procedures • Master • Senior Officers (C/O, C.E, 2/E)

  8. Asumsi : Pada saat terjadi emergency, kapal harus dapat melakukan komunikasi dengan kantor SISM Bila asumsi di atas tidak berlaku, maka Master harus (semampunya) melakukan koordinasi dan melaksanakan tanggungjawab yang seharusnya dilakukan oleh staff darat.

Section 2 - Communications • Initial notification • Communication route during an Emergency • SDEM • Report from ship in the event of pollution • Communications with the media • Control of Communication resources on board ship • Collision and other cases where liability is involved • Communication with P & I Club • Communication with contractors • Evidence

  15. 2.1 Initial Notification The Master shall notify the Company of the emergency as soon as possible. • Name of Ship • Date and Time (GMT) • Position of Ship • Nature of Emergency • Any other pertinent information The detail of Emergency Contacts is in Appendix II of CEPM-110 and CEPM-210

  16. 2.2 Communication route during an emergency • Satcom • Telex • Radio • Cellular Telephone • Wireless Telegraphy

  17. 2.3 SIEM Prefix Pada saat emergency, maka semua komunikasi tertulis dari kapal ke kantor harus didahului dengan prefix SIEM

  18. 2.4 Report From Ship In The Event of Pollution Master harus familiar dengan format yang diminta sesuai dengan buku SOPEP

  19. 2.5 Communication With The Media Selama dalam keadaan emergency, Master dan semua crew DILARANG memberikan informasi kepada Mass Media

  20. 2.6 Control of Communication Resources on Board Ship Dalam keadaan emergency maka Master harus mengontrol penggunaan semua alat komunikasi di kapal termasuk telephone cellular. Hal ini untuk : 1. Menjaga agar komunikasi antara kapal dan kantor tidak terganggu 2. Mencegah adanya komunikasi yang tidak diinginkan dari luar

  21. 2.8 Communication With P & I Club • Perusahaan akan berkomunikasi dengan P & I • Bila kapal berada di perairan teritorial maka Master harus memberikan notifikasi kepada P & I representative setempat Detail dari P & I representative ada di buku Club Rule Book yang ada di kapal.

  22. 2.9 Communication With Contractor • Bila representative dari Perusahaan tidak ada di kapal, maka Master dapat berhubungan dengan kontraktor setempat setelah mendapat petunjuk dari kantor SISM • Semua hubungan dengan kontraktor harus dengan tertulis dan sesuai selalu dicantumkan : • For and on behalf of (name of Ship’s Owner) • For PT. Samudera Indonesia Ship Management • By (Signature & Position) • As Agent Only

  23. 2.10 Evidences (Bukti-bukti) • Semua records dan log book harus disimpan dengan aman. • Semua dokumen dan komunikasi asli harus disimpan di file Master dan tidak boleh diberikan kepada pihak ketiga tanpa ijin Perusahaan.

  25. 3.1 Contingency Plans • Fire and/or explosion • Personnel Rescue/Medical • Spillage and Pollution • Collision, Stranding or Major Structural Damage • Rescue Boat • Ship Search • Suspected Explosive Device on board • Warlike Activities • Refugees • Major Medical • Armed Robberies • Terrorism and Hijack • Equipment Loss or Failure • Emergency Towage • Release of Toxic Vapour, Gas or Smoke

  26. 3.2 Review of Contingency Plans and SOPEP • Shipboard Contingency Plans harus direview oleh Master dan dilaporkan kepada Designated Person setahun sekali. • SOPEP harus direview oleh Master dan dilaporkan kepada Operations Director setahun sekali.

  27. 3.4 Records of Drills and Training Exercises • Log Book • Minute of Shipboard Safety Committee Meeting • Safety Book (SF 501), Section 12

  28. 3.5 Ship Datas Untuk keperluan pada saat emergency maka Master harus mempunyai : • Ship’s Principal Data • General Arrangement Plan and Capacity Plan • Midship Section Plan • Trim & Stability Data and Hydrostatic • Cargo, Ballast and Fuel Oil Piping Plans • Plan indicating frame spacing • Details of Ship to Ship Transfer Arrangements • Fire Plans • Strength Data and Loading/Discharge Instruction • Detail of the present cargo including distribution and nature

  29. 3.6 Emergency Cards • Terdapat 4 buah Emergency Cards di kapal • Emergency Cards ditempelkan dekat Muster List ditempat sbb: • Bridge (Anjungan) • Main Deck atau Dek Akomodasi • Engine Room/Workshop • Emergency Headquarter

  30. 3.9 Suspected Explosive Device Onboard • Bila mendapat ancaman bom atau diduga terdapat bahan peledak, Master secepatnya mengambil keputusan: • Apakah hal tersebut adalah benar dan ditindak- lanjuti • Atau diabaikan saja • Keadaan yang tenang pada saat menerima ancaman bom tersebut, akan sangat membantu Master dalam mengambil suatu keputusan.

  31. 3.10 Emergency Steering • Emergency Steering harus ditest sedikitnya setiap 3 bulan sekali. • Pengetesan tsb harus dicatat di Deck Log Book. • Semua Deck Officer dan Engine Officer harus familiar dengan pengoperasian emergency steering tsb. • Instruksi pengoperasian emergency steering tsb harus ditempelkan di Steering Flat dan Bridge (Anjungan)

  32. Frekuensi Latihan Emergency • Setiap 2 minggu • Setiap bulan • Setiap 3 bulan • Bila diperlukan • Fire and/or explosion > Abandon Ship • Personnel Rescue/Medical • Spillage and Pollution • Collision, Stranding or Major Structural Damage • Rescue Boat • Ship Search • Release of Toxic Vapour, Gas or Smoke (pada kapal ttt saja) • Armed Robberies and Warlike Activities
