The First President • George Washington • April 6, 1789 the unanimous choice for president • Popular after Continental Army’s victory at Yorktown • Challenges of the first Congress • Each step would set a precedent • Protect individual liberties • Ten amendments known as __________________ • What are they? • Federal court system • Judiciary Act of 1789- established a federal district court for each state • Specified number of Supreme Court justices (6) and defined courts powers • Three departments a. State Department, War Department, Treasury Department

  3. II. Restoring the Nation’s Credit • Serious financial problems • Secretary of the treasury • Alexander Hamilton- belief in federalism, influenced by Adam Smith • Hamilton’s proposals • Pay off the national debt ($77 million) • Take over state debts • Move the capital to Washington D.C.

Domestic Difficulties • The Whiskey Rebellion • Tax on certain domestically produced items • News of the tax infuriated the farmers • Rebellion began is western PA 500 men attacked federal officials • Challenged federal authority and Washington assembled a force of 13,000 men the “Whiskey Boys” quickly disbanded • Conflict on the frontier • Northwest Territory settlers conflict with American Indians • Battle of Fallen Timbers- Treaty of Greenville a. U.S. titled to lands - much of present day Ohio and part of Indiana
