FOD PREVENTION Flt Lt John Franklin MOD FOD Prevention Officer
WHAT DO YOU THINK ABOUT FOD • I’m a realist • FOD isn’t Interesting • It certainly isn’t sexy • But it doesn’t matter where you work or what you do FOD KILLS PEOPLE AND COSTS YOUR COMPANY OR ORGANISATION BIG BUCKS
WHAT I’M GOING TO COVER • FOD – A Flight Safety Issue • What is FOD to Me? • How FOD Hurts the UK RAF • What We Are Doing About FOD? • What We Tell Our People They Can Do About FOD?
We All Know This – Right? • Foreign Object Damage • Foreign Object Debris Or • An Object or Article Alien to an Aircraft That Has the Potential to Cause Damage
From the UK Experience FOD Consists of This Stuff • Stones, Concrete (40%) • Aircraft Hardware (Nuts, Bolts, 25%) • Tools and Other Metal (10%) • Stuff We Don’t Know (20%) • Clothing and General Rubbish (5%) • People (0% - Thankfully)
SOME MORE DEFINITIONS – We in the UK Stole From You Guys in the US • FOD Critical Area – The Flight Line • FOE – Foreign Object Elimination • HCF – High Cycle Fatigue But They Work………………………..
HOW FOD HURTS ENGINES - 1 • Air streams drawn into an engine nacelle or aircraft intake…..
HOW FOD HURTS ENGINES - 2 • …can be affected by air currents. Such currents could be • Surface winds • Jet efflux from other, close proximity aircraft • Exhaust gasses from the parent aircraft’s thrust reverser.
INTAKE VORTEX PHENOMENON • The combined effect of this interaction of air currents can lead to a vortex swirl effect, coning up into the engine.
INTAKE VORTEX PHENOMENON • The vortex phenomenon is often visible in wet conditions, as seen here during an F16 run.
THIS MEANS • FOD gets into engines in 3 ways: • Sucked Up (Unlikely on Fast Jet Ac) • Blown in by other ac (Taxiing or Jet Blast) • Blown in by nozzle braking or thrust reverse
SO HOW DO WE STOP THIS? • Sucked up • Keep your airfield surfaces clean • Blown in by other aircraft • Taxi in anti-FOD order • Think about other ac when ground running • Blown in by nozzle braking/thrust reverse • Minimise use where possible
HOW FOD HURTS • FOD KILLS • FOD COSTS MONEY • FIXING FOD WASTES TIME • FOD REDUCES AIRCRAFT AVAILABILTY
HARRIER CRASH – 5 DEC 02 • FOD Ingested into Engine • HCF Caused Blade Detachment • Blade Severed Aileron Controls • One Fatality
CONCORDE ACCIDENT • 25 July 2000 • Strip of Metal Dropped by Aircraft • Burst Tyre • Tyre Debris hit Fuel Tank • 113 People Killed
FOD COSTS MONEY • Last Year FOD Cost the MOD $61 Million plus 1 Sea Harrier $58 Million from Tornado FOD
OR PUT IN REAL TERMS • $1,050 pay rise for everyone in the RAF • Enough to fund all the Manpower of 4 Sqns of flight crews and maintainers • 318 Million Litres of Aviation Fuel In Short…………………. • Thinking more about FOD might be good for the wallet
THIS IS NOT AS STUPID AS IT SEEMS • Every penny IPTs spend on FOD could have been spent on the ac • This means less modifications and less spares available at front line In The Future…………………. • IPTs may gainshare FOD costs with Commands • If you save money on FOD you will get more facilities to improve your quality of life
FIXING FOD WASTES TIME • 130 Engines Rejected for FOD • Average time – 48 Man-hours per rejection • 6240 wasted man-hours last year That means…………….. • 4 maintainers did nothing else last year except fix FOD
WHAT THIS MEANS TO YOU • Every hour spent fixing a FOD’d engine could have been spent doing something else • It could have stopped you getting an early stack • Either way FOD is avoidable and stops you doing your proper work
IF FOD BECOMES TOO MUCH • Slip Out Un-Noticed
FOD REDUCES AIRCRAFT AVAILABILITY • FOD’d engines stop aircraft flying • Op Iraqi Freedom – 23 Sorties lost due to FOD • Reduced operational capability • Extra work re-flying lost sorties
WHAT ARE WE DOING? • Completely changing our FOD Policy • Aim – To show our people that the UK MOD takes the threat posed by FOD seriously • Provide sufficient resources for FOD • Improve FOD practices and awareness • Implement what we’ve learned through NAFPI
RAF LEUCHARS FOD TRIAL • Something needed to be done • Leuchars was chosen for a trial of new FOD initiatives • Started on 1 Mar 04 • Aim – to prove the ideas and concepts of proposed FOD policy • Full-time FOD Officer at Units
NEW EQUIPMENT • FOD BOSS for each Sqn • FAST Kits • Click Airport Airfield Management Aid • New Tooling Trial • FOD Grids and Barriers • Tyre Checkpoints
YOU’VE GOT A PLANBUT WHAT ABOUT YOUR STAFF? ARE THEY THINKING ABOUT FOD PREVENTION?ALL DAY EVERY DAY?
