The Employability Framework • Pilots invited to take part (7 COG areas) • Joint local planning and procurement • Clear local roles and accountabilities • Employment and specialist services • Focus on those furthest from work • Joining up front line workers • Financial support for local investment • Supported by central unit

  5. Key implications • Coherent local procurement • Clear local leadership and accountability • Enhancing the quality and performance of the infrastructure • Reshaping supply and supply chains • Identifying investment needs locally • Link to workforce development

  8. What works 1 • Not mandatory, but… • Significance of social economy • Get close to where clients are • Be there when the time is right • Engage in a way which engages! • Employment focus from early stage • Flexible at first • Key worker – regular contact

  9. What works 2 • Able to respond to client needs • Able to refer to specialist services • Effective relationships with range of specialist services • Strong relationship and aftercare • Meet the needs of employers as well as individual

Practical action on the ground • Mapping and rationalising services • Sorting out poor performance – loyal to the client not the organisation • Investing in solid performers • Services developing depth • Common and empowering assessment • Effective networks with referral mechanisms • Clear responsibility for individual clients • Helping the client to see progress • Data sharing and transfer?

Who does what? • Big picture is: • Local authorities moving from delivery to strategic framework • Strong emphasis on role of social economy organisations • Community based organisations have features for success • Key role of specialist agencies recognised • Need to develop strength in depth • Need to present as part of employability journey • Need to be able to describe the difference made • Need to present irresistible case

  12. Some hidden questions? • How can shift from correcting earlier failure? • Are there ways we can intervene earlier or spot vulnerable clients?
