  2. FY12 Q1 RBA Enhancements – Training Overview Description: This training module will take you through changes made to the RBA ITSS and ITOMS as part of the general FY12 Q1 enhancements.   3. Purpose After completing this training you will know about: • Pre-population of Contractor Quotes on Mods • Field Label Names changes from “Type” to “Fiscal Task Type” and from “Type of Order”/”Order Type” to “Fiscal Order Type” • New Fiscal Task Type: COST

  4. Background • The main purpose for the FY12 Q1 release is to implement enhanced functionality throughout the RBA to promote standardization across the portfolio and to improve the facilitation of the "strategic direction" efforts of the Assisted Acquisition Services.

  5. Pre-Population of Contractor Quotes on Mods

  6. Pre-Population of Contractor Quotes on Mods • The system will now pre-populate Contractor Proposed Amounts (CPA) on Quote Forms for order modifications. When the Contractor (or GSA User) selects the ‘Create Quote’ button on the ‘Request for Quote’ form, the ‘Task Item Quote Amount’ values will be populated from the Task Item CPAs on the most recent awarded modification. This will assist in avoiding incorrect values being entered into the Contractor’s ‘Task Item Quote Amount’ fields.

Pre-Population of Contractor Quotes on Mods • If the most recent award included a Market Analysis, the CPAs will be pre-populated from the Market Analysis, Dollars Subform. • If the most recent award included a Directed Buy, the CPAs will be pre-populated from the Directed Buy. • If the most recent award was an Order Mod greater than 000, which did not include a Market Analysis, then the CPAs will be pre-populated from the Order Modification, Dollars Subform. • If the task item is newly added, the Task Item Quote Amount will not be populated and will remain $0.00, since there is no Contractor Proposed Amount.

  10. Field Label Names Changes • The ‘Type of Task’ or ‘Type’ column headers in the ITSS Dollars Subform Task Items tables and in the ITOMS tables and data grids have been renamed to ‘Fiscal Task Type.’ Figure 2: Example of Column Header ‘Fiscal Task Type’

  11. Field Label Names Changes • Additionally, the derived order level ‘Type of Order’ or ‘Order Type’ field names have been renamed to ‘Fiscal Order Type’ throughout ITSS and ITOMS. Figure 3: Example of New Field Name ‘Fiscal Order Type’

New Fiscal Task Type: COST • New Fiscal Task Type, ‘COST’ has the same functionality as the Fiscal Task Type ‘LAB.’ • The Fiscal Task Type of ‘COST’ will be treated as a ‘Fiscal Task Type’ of ‘LAB’ and the ‘Type of Billing’ field will display “Labor”, “ODC” and “Travel” as the only options. • The addition of the Fiscal Task Type ‘Cost’ will reduce confusion by providing fiscal task types to cover the three major families of contract types for “Services” (1. Fixed Price, 2. Cost Reimbursable, 3. Time and Materials/Labor Hour). Figure 4: Example of New Fiscal Task Type ‘COST’

New Fiscal Task Type: COST • Now the overall ‘Fiscal Order Type’ will be derived as follows: • If there is at least one ‘Fiscal Task Type’ of ‘COST’, then the derived order level ‘Fiscal Order Type’ will be ‘COST.’ • If there is no Fiscal Task Type of ‘COST’ and there is at least one ‘Fiscal Task Type’ of ‘LAB’, then the derived order level ‘Fiscal Order Type’ will be ‘LAB.’ • If there is neither a ‘Fiscal Task Type’ of ‘COST’ nor a ‘Fiscal Task Type’ of ‘LAB’, and there is at least one ‘Fiscal Task Type’ of ‘FFP’, then the derived overall ‘Fiscal Order Type’ will be ‘FFP.’ • If there are only ‘Fiscal Task Types’ of ‘COM’, then the derived order level ‘Fiscal Order Type’ will be ‘COM.’ Figure 5: Example of Derived Order Level ‘Fiscal Order Type’
