  3. Solution • BICAMERAL LEGISLATURE – TWO HOUSES WERE CREATED • House of Representatives • Representation will be based on population • Senate • Representation will be equal (2 per state)

  4. 3/5 Compromise Southern states Northern states Slaves should not be counted b/c they are not citizens & have no political rights. • Slaves should be counted when a census (a count of people) is taken. • The South would get more representatives in the House of Reps.

  5. solution • For every 5 slaves, 3 would count for: • Representation (South ) • Taxation (North )

  6. Commerce compromise agricultural manufacturing Congress should tax only imports so foreign goods won’t be cheaper. Forces people to buy American made goods. • Congress should not tax imports AND exports • Imports – south would have to pay higher prices for goods • Exports – Harder for U.S. to sell goods abroad
