  3. What has changed in the HESA record? • Move to a modular record for all institutions • Only one method of returning FTE for students on non-standard years of instance

  4. What effect do these changes have on calculating widening participation? • The way we obtain tariff points changes • We will obtain tariff points from HESA when we receive the 2007-08 record from them • Web facility – we will use same algorithm as HESA

(1) • HESA 2006-07 and earlier: (a) 100:0 method (b) 0:100 method (c) Split FTE method • HESES06 and earlier: (a) counted on commencement date and anniversary (b)+(c) counted on 1 August in academic years in which there is activity, except for the first

Example of how to return activity for non-standard years in HESES (1) • Example: two year PT course running from 1 September 2006 to 31 August 2008 First year of instance: • Activity was counted on 1 August 2007 • Activity for whole year was returned in Column 1, Table 3 of HESES07 • If previously used 100:0 method then this activity was also returned in Column 1, Table 3 of HESES06

Example of how to return activity for non-standard years in HESES (2) • Example: two year PT course running from 1 September 2006 to 31 August 2008 Second year of instance: • Activity is counted on 1 August 2008 • Activity for whole year is returned in Column 1, Table 3 of HESES08 • If previously used 100:0 method then this activity was also returned in Column 1, Table 7 of HESES07

Example of how to return activity for non-standard years on HESA • Example: two year PT course running from 1 September 2006 to 31 August 2008 (assuming FT course lasts 1 year) 2006-07 record: STULOAD = 0.5 (100:0), 0 (0:100) or 0.46 (split) 2007-08 record: STULOAD = 0.5 LOADYRA = 0.04 LOADYRB = 0.46 2008-09 record: STULOAD = 0.04 LOADYRA = 0.04 LOADYRB = 0

  11. Implications of this change • Column 2 will only include students on short courses/years of instance which start after 1 December and finish before the end of the academic year • Institutions previously using 100:0 method may have seen change in FTEs in HESES07 • Impact on HEFCE grant

  13. Non-standard years (1) • Tables 1a – 6 • Transitional issues • Use of the web facility to iron out any weaknesses • LOADYRA/LOADYRB and MODYR not used for 2007-08, will be used for 2008-09 (where returned) • Overrides will be available for problems of fit

Non-standard years (2) • STULOAD from 2007-08, except final instance year: • 100:0 – use previous year’s STULOAD • 0:100 – previous STULOAD, except where one year of instance • 0:100 – use ‘norm’ where one year of instance • Split FTE – attempt to link between years where one year of instance, otherwise use ‘norm’ • Affects PT only • Price group – use proportions from 2007-08

Non-standard years (3) • Beyond 2007-08: • Review experience for HESES07 • Use LOADYRA/B and MODYR (where provided) – need two years worth of data • Where not provided use in-year STULOAD, unless final year • Where final year, attempt to link between years and add STULOAD to a previous year’s STULOAD

Other changes for HESES07 re-creation • MCDATE - identify when students write up or move to dormant or sabbatical • Split FTE method substantially reduces need to use FUNDCOMP=3 • Removed some approximation for low credit bearing courses • Reduced need for overrides • Full details of algorithms – Appendix 1 of HESES07 • Feedback welcome

  21. Partial completions – The policy • Announced in July 2007 • Non-completion definition unchanged • At least 20 completed credits (0.16 FTE) • Will use 2007-08 HESA data to calculate “premium” • Requires return of real modules
