  1. Comments on Air Pollution and Electricity Generation and Use Terry Surles California Energy Commission April 26, 2002

  2. Driving to a Sustainable Future:The “E”s are Linked • Environment • Energy • Economics • Education • Equity

  3. Current Status of Pertinent CEC Activities • Efficiency programs • R&D activities • Energy Technology Export Program

  4. Updating Efficiency Standards • New building standards will reduce demand by 200 MW a year • We have added 8 new appliance standards • reduce demand by 133 MW • addressing AC standards and technology

  5. How Did Businesses Conserve? 92% of respondents have taken energy conservation actions, mostly turning off lights and adjusting thermostats

  6. How did Households Conserve? cooling “hardware”

  7. Mexico’s Fuel Mix for Electricity Generation in 2001 Coal 10% Nuclear 5% Geothermal and Wind 3% Hydrocarbons (fuel oil, natural gas and diesel) 68% Hydro 14%

  8. Expected Change in Installed Capacity and Peak Demand (Comisón Federal de Electricidad)

  9. Reducing Electricity Use by 8% Leads to Additional Environmental Benefits (Emissions Reduction) • 2,044 tons CO • 2,307 tons NOx • 175 tons SOx • 263 tons PM10 • 600,000 MT CO2

  10. California Energy CommissionInternational Program • Stimulated $500 million in international energy projects • Additional $2 billion under negotiation • Focus on small and mid-size projects • Mexico if prime area • growth in demand • related environmental issues

  11. Mexico/CEC Project Successes • Energy savings - Municipal governments and schools • $10 million to date, focus on lighting • Wind power - La Ventosa • $1.5 million to date, 40 MW proposed • same successful developer as in France and Greece • Industrial efficiency - Grupo Cysda • synthetic fiber plant in Guadalajara • energy savings calculated to be 18% • internal capital • CEC has also contributed funding and expertise

  12. Mexico/CEC Program Activities • Maquiladora energy audits (May-Oct 2002) • Financing/investor sourcebook (available) • International energy fund (May-Aug 2002) • Energy company directory (available) • Western Governor’s Association - www.BorderEnergy.org

  13. Attributes for Selecting R&D Projects Program Integration Technology Partnerships - Universities - Industry - Federal Balanced Technology Portfolio -Temporal -Technology -Risk Focus on California - Specific to State needs

  14. PIER Buildings Program HighlightsBerkeley Lamp • Model partnership between CEC/DOE/California utilities • PIER funded Phase 1 to develop task/ambient lamp concept • DOE funded Phase 2 to develop specific lamp configuration • PIER was instrumental in moving technology into the marketplace via coordination with utility Emerging Technology Coordinating Council Project is both a technical success and a customer success www.energy.ca.gov/pier/pr.html

  15. PIER Buildings Program HighlightsNight Breeze Provides ventilation and cooling at night, reducing or eliminating the need for air conditioning during the day

  16. PowerLight’s PowerGuard PowerLight’s insulated 30 year roof system reduces building air conditioning loads while it’s PV surface generates electricity during hot and expensive peak summer hours While California is known for its hot dry summers, that same solar resource provides a clean, safe and reliable way to generate electricity

  17. The Future The California Energy Commission is looking forward to working with its partners to • continue standards development for improving end-use energy efficiency • develop and demonstrate new, efficient, non-polluting energy technologies • promote Mexico/California projects that provide benefits to all parties We will meet public needs for affordable, reliable, environmentally-safe electricity.
