Africa’s Vulnerability to Climate Change and Variability • Africa the poorest, most technologically backward, debt distressed, marginalized • Drought, disease, civil conflicts, poor governance • 52% sub-Saharan Africa people live on less than US$ 1 per day • Importance of agriculture (as GDP and exports) and its reliance on rainfall patterns • Predicted increase in drought severity and frequency in Horn of Africa

  6. Emerging Knowledge that could Strengthen Adaptation Measures • Strengthen traditional options • Facilitate social reforms • Reform public policies guided by Rio Conventions (FCCC, CBD, CCD)

Way Forward for Eastern Africa • Further research into areas including: • Identifying coping strategies linked to key economic sectors • Harmonizing key provisions of FCCC/CCD/CBD in country-specific situations • Develop NAPAs recognizing location-specific coping strategies • Establish appropriate institutional partnerships & networks to implement NAPAs • Attract financing from Adaptation Fund and LDC Fund and other innovative funding options
