There is no evidence that LQ’s are not safe • protection by cartons (scrapes, containment,…) • in case of fire, all combustible material will burn anyway • Inéris report indicates that LQ cartons reduce rate of fire propagation • Experience from limited number of road traffic accidents 2002-12-05

  6. Marking of LQ packs • CEPE supports this option as diamond shape is a recognised symbol of hazard • UN number will assist emergency services to identify both levels of hazard & risk • This will avoid the need for separate documents 2002-12-05

  7. Specific UN number Consumer Commoditie or LQs • This is a real problem for industries packing products both in LQ and UN packs • It does not provide detailed information about hazard & risk • If airline industry would accept LQ’s, no need to extend Consumer Commodities 2002-12-05

Placarding of Transport Unitssmall loads / CTU • Is recognized by CEPE as likely to bring helpful information to emergency services • Must be similar in IMDG & Road transport - UN to set the principles, modes to specify operational details in line with work of other modes. • smaller vehicles (< 3,5 t) should not need placarding: difficult for driver to know exactly number of LQ cartons at a particular point in the journey, when picking-up, delivering (milk-round type deliveries, express parcels,…), or both combined… 2002-12-05

Placarding of Transport Units bigger loads / CTU • CEPE understands that a single consignement > x tons could be placarded with LQ diamond . • In any case this should not trigger orange plates placarding (or similar in other parts of the world) which relate to tanker loads or larger packages. • This would indeed create confusion for enforcers, requiring drivers training, equipped vehicle, etc… • Practicalities must also be considered (adhesive labels on sides instead of plates on front & rear,…) 2002-12-05
