Areas of National Focus: • Benefit Year Earnings (BYE): Root Causes Identified: • Agency Causes • Wages are not input into the system accurately. • Claimant Causes • Failure to report back to work dates. • Failure to report wages • Employer Causes • Failure to register with the VI Department of Labor and report wages. • Failure to notify of business change of status.
Areas of National Focus: • Benefit Year Earnings (BYE): Planned action(s) to address: • UI staff training on importance of accuracy and timeliness of information. • Develop information fact notices to claimants on reporting requirements. • Develop an employer fact sheet about responsibilities to submit information timely and accurately. Principal milestones: • UI staff development training – To commence 4th Quarter 2011. • Include informational notices to claimants with certifications – To commence 1st Quarter 2012. • Employer outreach with informational fact sheet – To be published 4th Quarter 2011 3
Areas of National Focus: • Separations (SEPs): Root Causes Identified: • Agency Causes • Improve timeliness of obtaining missing information from employers. • Improve timeliness and quality of adjudication • Claimant Causes • Failure to provide accurate separation information • Employer Causes • Failure to complete separation form timely and accurately. 4
Areas of National Focus: • Separations: Planned action(s) to address: • UI staff training on importance of accuracy and timeliness of information. • Re-Vamp claimant intake form to provide an area to for claimants to provide accurate separation information. • Develop an employer fact sheet about responsibilities to submit information timely and accurately . Principal milestones: • UI staff development training – To commence 4th Quarter 2011. • Revise claimant intake form to clearly request separation information– To commence 1st Quarter 2012. • Employer outreach with informational fact sheet – To be published 4th Quarter 2011 5
State-Specific Issues • Issue 1: Fraud • Root cause(s) identified: • Claimants failure to provide back to work information • Claimant failure to report earnings • Planned action(s) to address issue • BPC unit to continue cross matches with NDNH,SDNH • Develop communication to claimants on Fraud be included in the initial claim packets. • Principle milestones • Review of the BPC unit with the regional office – 3rd Quarter 2011. • Create brochures and posters on fraud • - 1st Quarter 2012.
Everybody Owns Integrity • Strategies to Support Owning UI Integrity: • Encourage every staff member • Read and Review the State Quality Service Plan for 2012 • Read and Review the VI Integrity plan once completed • Review BPC statistics with UI staff on improper payments • Develop processes • Develop a plan to measure and analyze the root causes and identify areas of improvement. • Develop training for the UI staff on Improper payments Initiative • Maintain management • Set goals for the UI team • Track the goals of the UI and BPC units
Communications • Communications Strategies: • To claimants • Develop Information reminder handout on claimant responsibilities to be mailed with certifications. • Create a check list of information to be reviewed with the claimants after viewing the BRI video tape. • To employers • Develop information fact sheet on the employer’s role and responsibilities for registering with the Virgin Islands Department of Labor.
Communications • Communications Strategies, Continued: • To state UI staff • Provide information fact sheet with the unified message of reducing improper payments • Conduct training on promoting UI integrity • To the public • Provide Public Service announcements on Fraud • Provide a Public Service announcement on UI and Its Integrity Initiative • To state leaders (Governor, state legislature, etc.) • Send out an update on the UI Integrity Initiative
