A FIRST REAL ENERGY POLICYFOR EUROPE TARGETS BY 2020 • 6-year Energy Efficiency Action Plan • Renewable energy legislation (later this year) • EU Strategic Energy Technology Plan(later this year) • at least 20% less greenhouse gas emissions • 20% better energy efficiency • 20% share of renewables in the energy mix • 10% biofuels in transport fuel SOME MEASURES

  4. INTELLIGENT ENERGY - EUROPE • Develops markets for energy efficiency and renewables • Supports uptake of state of the art technologies • Brings actors together and creates innovation from diversity A catalyst for innovation andbusiness opportunities

  5. Wind related projects under the IEE Ongoing: • « Windskill » • « Tradewind » • « Respond » • « Greennet Incentives » In the pipeline: • 1 project: data compilation on wind energy • 2 projects: distributed generation • 1 project: storage Events: EWEC 2006 + EWEC 2007

WINDSKILL A truly European wind power market emerges – yet, the qualification of installation and maintenance staff - 70% of the sector's workforce - is regulated locally or nationally • a European Qualification Profile for onshore and offshore assignments • an appropriate modularised curriculum • pilot training courses This industry-based initiative will develop together with public authorities and sector stakeholders: Partners: BWE, CLER, APER, DUT

TRADEWIND Much of the European power demand could be met by wind energy • TRADEWIND will model growing amounts of wind in the European power system, considering on-/offshore network upgrades and improved power market rules • TRADEWIND will suggest how the electricity market should be adapted to accommodate much more wind power Partners: EWEA, VTT, SINTEF, GH, Risø, 3E, Tractebel, dena, Kema

RESPOND identifies market response options for an efficient integration of (intermittent) RES-E and DG in the European electricity system Partners: ECN, Comillas, dena, Imperial, ISET, REE, Risø • RESPOND looks at impacts of Res-e penetration and at barriers to suitable market responses • RESPOND considers the interactions between different segments of the electricity system: generation, demand, trade and the networks

HOW DOES THEIEE 2 PROGRAMME WORK? • The programme runs from 2007-13 and has a budget of € 730 Mio • It supports up to 75% of the costs of projects, which support the programme objectives • Applications for funding are submitted following annual calls for proposals 2007: publication in April • Successful proposers conclude grant agreements with the IEEA and carry out their project

WHAT KIND OF PROJECTS ? • Projects with European added value • Not investments into “hardware”or R&D but market development, capacity building, institutional change, regulatory shifts, promotion, etc. • Falling within the scope of theWork Programme 2007 • Average project budget € 1,000,000 • Involving at least 3 partners from different countries • 3 years maximum duration

What kind of actors? • Authorities at national/ regional/ local level • Planners and Regulators • Policy makers • Analysts – researchers - modellers - statistical offices • TSOs and DSOs • District heating companies • Energy agencies - educational organisations • Investors – bankers - developers • Manufacturers • Industry: associations - installers - craftsmen • Farmers

RES-e Call 2007 Priorities a) Enabling policies e.g. monitoring and developing policies, markets, impacts, legislations, codes, permits; improve regulatory frameworks b) Market Transformation e.g. simplifying procedures and improving market transparency, developing intelligent grid management solutions and promoting new business opportunities c)Changing behaviour e.g. changing attitudes in industry and behaviour of users; fostering communication between actors d)Access to capital e.g. innovative financing schemes; strengthen renewable ESCOs e)Training e.g. training curricula, modern regional planning, including grid planning
