Key Elements of Regional Integration? • Reduction of transaction costs • Maintaining differences and gains from exchange • Specialization and cultural differences • Difference in the Level of development generate mutual benefits • Independent development policy to address national agenda • ASEAN members ought to be sufficiently separated in order to maintain regional stability

Transboundary Issues • Haze problem in Indonesia and Thailand • Over fishing in ASEAN waters • Timber smuggling across the boarder • Illegal fuel smuggling from Malaysia and Cambodia • Conflicts in Maekong River • Water scarcity • Sedimentation and coastal erosion in Vietnam and Cambodia delta • Biodiversity of fishery species

A Dilemma • Independence in natural resource policies to address national agenda • Independent resource management policy leads to trans boundary conflicts. • Coherence in resource management policy leads to inadequate policy response to national agenda. • Does ASEAN need a regional governing body in governing natural resource and environmental management?
