ANTWERP RULES 1976 • RULES AND REGULATIONS FOR THE GOOD GOVERNMENT OF DEEP SEA PILOTAGE IN THE NORTH SEA, ENGLISH CHANNEL AND SKAGERRAK • standards for qualification; bridge book • examination and certification; pilot card • renewal; suspension • syllabus on general knowledge • working practices; rest periods • information services; • reporting of accidents • common basis for rates and tariffs

EC DIRECTIVE 79/115 1978 • PILOTAGE OF VESSELS BY DEEP SEA PILOTS IN THE NORTH SEA AND ENGLISH CHANNEL • Member States shall: • Take measures to ensure that vessels availing themselves of the services of a deep sea pilot be provided with adequately qualified deep sea pilots • Take measures to encourage vessels flying its national flag, when seeking assistance of deep sea pilots, to avail themselves of the services of only qualified deep sea pilots • Bring into force the necessary laws, regulations and administrative provisions not later than 1 january 1980.

A.486(XII) 1981 • USE OF ADEQUATELY QUALIFIED DEEP SEA PILOTS IN THE NORTH SEA, ENGLISH CHANNEL & SKAGERRAK • Recommends member governments (…) to encourage ships flying their flag (…) to make use only of the services of deep sea pilots in possession of a deep sea pilot’s card in accordance with the <antwerp rules> • Invites the governments of the coastal states of the north sea, the english channel and the skagerrak to provide information to IMO on how to secure the services of adequately qualified deep sea pilots • Annexes: • Example of deep sea pilot’s card • List of competent authorities

DRAFT REVISED IMO Resolution A486(XII) RECOMMENDATION ON THE USE OF ADEQUATELY QUALIFIED DEEP-SEA PILOTS IN THE NORTH SEA, ENGLISH CHANNEL AND SKAGERRAK THE ASSEMBLY,RECALLING Article 15(j) of the Convention on the International Maritime Organisation, concerning the functions of the Assembly, in relation to regulations and guidelines concerning maritime safety and the prevention and control of marine pollution from ships, RECOGNIZING that navigational safety plays an important part in reducing the risk of incidents at sea likely to cause loss of life, personal injury, marine pollution or damage to property,

DRAFT REVISED IMO Resolution A486(XII) RECOGNIZING FURTHER that, in appropriate circumstances, competent Deep-Sea Pilots can make an effective contribution to the safety of navigation in confined and busy waters such as the North Sea, the English Channel and Skagerrak, NOTING the Rules and Regulations for the Good Government of Deep-Sea Pilotage in the North Sea, English Channel and Skagerrak drawn up by the North Sea Pilotage Commission in 1976, HAVING REGARD to the Directive EC/79/115 adopted by the Council of the European Communities on 21 December 1978 concerning pilotage of vessels by Deep-Sea Pilots in the North Sea and English Channel. HAVING CONSIDERED the recommendations made by the Maritime Safety Committee at its [….] session,

DRAFT REVISED IMO Resolution A486(XII) RECOMMENDS Member Governments to take all necessary and appropriate measures to encourage the Masters and Owners of vessels transiting the North Sea, English Channel and Skagerrak 1. to consider the use of a Deep-Sea Pilot, taking into account the factors included in Annex 1; 2. when choosing to avail themselves of a Deep-Sea Pilot to make use of adequately qualified and licensed Deep-Sea Pilots.

DRAFT REVISED IMO Resolution A486(XII) INVITES the Governments of the coastal states of the North Sea, English Channel and Skagerrak .1 to provide information on how to obtain the services of adequately qualified and licensed Deep-Sea Pilots, as defined in the Rules and Regulations for the Good Government of Deep-Sea Pilotage in the North Sea, English Channel and Skagerrak; .2 to take all necessary and appropriate measures to ensure that only adequately qualified and licensed pilots are available through the Pilotage Services; .3 to take all necessary and appropriate measures to ensure that all adequately qualified Deep-Sea Pilots shall be in possession of a Deep-Sea Pilot’s identity card, in the form shown in Annex 2 and issued by a competent pilotage authority listed in Annex 3. REVOKES Resolution A.486(XII)

DRAFT REVISED IMO Resolution A486(XII) Annex 1 Factors to be taken into account when considering the use of a Deep-Sea Pilot To enhance the effectiveness of the Bridge Team for the safety of navigation and the protection of the marine environment, the following factors should be taken into account when considering the use of a Deep-Sea Pilot:- .1 The familiarity of the Bridge Team with the congested waters of the English Channel, North Sea and Skagerrak. .2 The proliferation of navigational hazards, such as oil/gas installations and offshore renewable energy installations. .3 The available depth of water in relation to draft, under keel clearance and the vessel’s intended route. .4 The possibility of adverse weather conditions and/or poor visibility. .5 The port rotation schedule requirements. .6 Any other exceptional circumstances.

DRAFT REVISED IMO Resolution A486(XII) As NEDSPA Members will recall Trinity House has been developing and co-ordinating the draft revised IMO Resolution A.486(XII) with the intention of leading a joint submission of countries bordering the North Sea to the forthcoming IMO MSC meeting. NEDSPA Members have agreed to support the joint submission and their co-operation is greatly appreciated. We hope that the Submission will be co-sponsored by Norway, Sweden, Denmark, Germany, Netherlands, Belgium, France and the UK.
