  2. Existing Structure • Regions may consist of some or all of a state, province, or country • Some regions consist of multiple states, provinces, or countries • Zones have a discussion forum role • Some zones provide some services

  3. Challenges & Solutions Challenges: • Growth of WSC unlimited, creating resource and manageability problems Solutions: • Upper limit of seated communities is set by the number of state, national, and provincial bodies or the number of seats allocated to zones

  4. Challenges & Solutions Challenges: • No consistently applied seating criteria Solutions: • Objective criteria remove the personal element of seating decisions

  5. Challenges & Solutions Challenges: • Lack of clear seating criteria can encourage regional splits Solutions: • State/nation/province seating will encourage regional reunification

  6. Challenges & Solutions Challenges: • A perceived inequality between US and other countries Solutions: • The number of US delegates will be reduced in both seating models

  8. State/National Seating Option Delegates from state/national bodies participate in the WSC

  9. State/National Seating Option • Slows growth of WSC • No change for some, big change for others • Establishes clear requirement for seating • Encourages reunification

  11. Zonal Seating Option • Could significantly reduce size of WSC • No alternates at WSC • Changes role of zones • Method of selecting delegates and zones undetermined • Possible unforeseen circumstances such as decentralization of services
