  3. Red impacts CAHNR departments currently DOE (Energy) – data management plan requirement; literature sharing requirement via PAGES; in DMP Tool DEd(Education – IES only) – DMP required; literature not yet known; nothing so far agency wide so far; in DMP Tool DOD – data management plan; literature sharing via DTIC EPA – Nothing so far DOT (Department of Transportation) – developing plans for sharing data and literature HHS – (Health & Human Services) 5 funding divisions: AHQR - (Agency for Healthcare Research & Quality) - DMP required, commercial repository; literature via PMC ASPR - (Ast Secretary for Preparedness & Response) – DMP required; literature via PMC CDC – DMP required, data repository options; literature via CDC Stacks FDA – DMP required, discipline specific repositories; literature via PMC NIH – DMP requirement expanded to all NIH grants; literature via PMC; in DMP Tool IMLS (institute of Museum & Library Services) – dmp required; in DMP Tool NASA – DMP required, data location must be in published article; literature via NASA/PMC portal NEH– Office of Digital Humanities – requires dmp and sustainability, aligned with NSF requirements; in DMP Tool NSF– data management plan required, requirements vary across disciplines; literature via PAGES; in DMP Tool Smithsonian Institution – DMP required, other specifics; literature via several options USDA – DMP required January 2016, dataset registry; literature via PubAg, January 2016; in DMP Tool USDC – Department of Commerce: Funding divisions: NIST (National Institute for Standards & Technology) – dmp required, other specifics; literature via NIST/PMC portal NOAA – dmp required, other specifics; literature via NOAA repository; In DMP Tool USDH – Homeland Security – nothing so far USGS – DMP required; in DMP Tool USVA – DMP required except for clinical trials; literature via PMC USAID (US Agency for International Development) – Data sets to DDL

  4. Two parts to most funder requirements Open Literature Open Data Generally a data management plan (DMP) is required DMP elements will be listed (types of data, storage, file formats, metadata, archiving, etc.) Data must be posted to a publicly accessible repository, sometimes a specific one Often there is a time requirement (for instance within 1 year of publication) A link to the publication is encouraged/required • Publications resulting from funding must be posted to a publicly accessible repository, sometimes a specific one • Usually a prepublication version is posted • Either 6 or 12 month requirement for posting • Publisher must be notified of funding requirement when manuscript is submitted • A link to the data is encouraged/required • Similar to NIH public access policy in place since 2007

  5. Data requirements • Practice set by the NSF in 2011 • DMP is part of the proposal, usually no more than 2 pages • Information must be provided, outlined by funder • Beyond that information nothing is proscribed • Left for disciplines to determine “best practices” for, for example: • what data to provide (raw, analyzed, etc.) • which file formats to include • in which repositories to archive (unless specified.)

  9. Repositories for Open Data NASA: The requirement for NASA archives, or through other means, and means of access should be indicated in the published article. public access to sharable data may be met by including data with the publication as supplementary material, through  USDA will support a registry of datasets, and are continuing to explore other repository options. DOD: Digitally formatted scientific data sets should be stored and publicly accessible to search, retrieve, and analyze; publicly releasable primary data, samples, and other supporting materials created or gathered in the course of work should be publicly accessible at no more than incremental cost and within a reasonable time. NOAA will employ short term access solutions such as SHARE and participation in developing an interagency Research Data Commons based on FAIR principles in addition to long term preservation at NOAA data centers. NIH: While data may be deposited in any of the many already existing public repositories, using community standards of data collection and description, NIH is also funding the development of a data discovery index, and will continue to explore the development of a data commons. NSF: All data resulting from the research funded by the award, whether or not the data support a publication, should be deposited at the appropriate repository as explained in the DMP.
