ORGANIZATIONAL STRUCTURE • Corporate Services • Waste Management Services (Landfill Management, Sanitation, Environmental Health, Marine Operations) • Commercial Services (Medical/Hazardous Waste, PSP industrial & domestic Operations, recycling buy back) • Planning, Research & Statistics (Corporate Intelligence & Strategy)

  8. STAFF strength • The total number of staff is 1,275, whereas 816 are regular staff, and 459 are Contract Staff. However, more than 25,000 people work in Waste Management services operated by the Authority, through the 3rd party i.e. Private Sector Participants (PSP), Street Sweepers, Waste Policing, Medical Waste Collectors, Recycling and Marine waste companies.

  9. ACHIEVEMENTS • Successful integration of waste management into the poverty alleviation program of the Millennium Development Goals (MDGs) by creating jobs in the sector through increased employment from 1,800 Staff in 2005 to about 27,000 in 2014. • Employment of 45nos. female truck drivers.

  10. ACHIEVEMENTS…..contd • Clean up of lagoon shorelines and its environs. • Effective medical waste management system. • Construction of three Transfer Loading Stations and one Material Recovery Facility.

  11. ACHIEVEMENTS…..contd • Successful implementation of Waste – To – Wealth program such as waste to compost at Ikorodu, Pet Bottles to Fiber at Mile 2, Tyre conversion plant at Oshodi, Pure water sachet to bin liners at Olushosun and Ikate, Pilot project on waste to Electricity at Ikosi, Ketu.

  12. ACHIEVEMENTS…..contd • Effective collection of over 90% of waste generated daily in Lagos State (daily generation of over 10,000 metric tonnes). • Provision of technical assistant to other states in Nigeria and West African countries.

  13. ACHIEVEMENTS…..contd • Improved awareness in public hygiene through sustained public enlightenment and enforcement. • Successful partnership with the Private Sector in waste evacuation and disposal.

  14. ACHIEVEMENTS…..contd • Improvement in management of Dumpsites/Landfill sites in the State. • Global recognition of notable efforts of the State Government in tackling waste management problems/challenges.

  15. CHALLENGES • Poor household storage of waste (containerization) • Managing habit of people with regards to Waste Management practice • Non payment for service rendered mainly by low income earners and Federal Government Institutions • Accessibility into areas of poor road infrastructure

  16. CHALLENGES….. contd • Inadequate funding for capital development in the Sector (New Landfill site and waste collection trucks). • Most operational trucks are old and need to be replaced with new ones • High cost of maintenance of dilapidated trucks and equipment.

  17. CHALLENGES….. contd • Government yet to pay LAWMA outstanding funds. • Un-evacuated silts from drainage and gutters • Heavy littering at bustops due to street trading • Littering and Fly tipping

  18. CHALLENGES….. contd • Night and illegal market operations. • Use of refuse to reclaim wetland by cart – pushers. • Un-cooperation attitudes of traders in markets such as Ladipo, Lagos Island, Trade fair e.t.c.

STRATEGIES TO ADDRESS THE CHALLENGES • Presentation has been made to State Executive Council on poor funding, and the Treasury Office promised to fund the Authority, when fund is available. • Procurement of smaller trucks to access areas of poor infrastructure and introduction of more community Waste Depot in poor communities.

  20. STRATEGIES TO ADDRESS THE CHALLENGES….. contd • Consideration for payment through Letter of Credit e.t.c. • Sustain public enlightenment on proper waste management, and apply sanction where necessary.

STRATEGIES TO ADDRESS THE CHALLENGES….. contd • Letters have been written to His Excellency for intervention on Federal establishment that are not responding to services rendered on waste management. • Continuous support of the State Government for waste collection in poor communities, social institutions, Markets and Barracks.

  22. PRAYER • In conclusion, the Authority is appealing to the State Government to continuously support waste management program and projects to sustain the modest achievements and expand the scope of services for cleaner Lagos.
