What is PTQCS? • PTQCS stands for the Philippine TVET Qualification and Certification System (PTQCS) • It is a quality-assured system in recognition of the attainment of competencies (knowledge, skills, attitudes and values) as referred to the competency standards set for middle-level occupation. It is the process of determining the qualification level of a person and a tool in identifying the training needs of a person with competency gaps.

Assessment & Certification • The assessment process seeks to determine whether the graduate or worker can perform to the standards expected in the workplace based on the defined competency standards. • Certification is provided to those who meets the competency standards. This ensures the productivity, quality and global competitiveness of the middle-level workers.

Accreditation of Competency Assessors (CA) • An accredited competency assessor (ACA) is an individual authorized to assess the competencies of a candidate for national certification. • The TESDA District Director shall approve the accreditation of an applicant-assessor within his/her area of jurisdiction upon compliance of the following requirements:

Accreditation Requirements • Letter of Intent • Accomplished Application Form (with picture) • Certificate of Employment (indicating compliance to the requirements of two years work/teaching experience) • (for trainer-assessor) Photocopy of NTTC Level I • For industry practitioners who are not engage in any training activity, the following requirements shall be applicable: - Photocopy of COC – Conduct Competency Assessment - Photocopy of National Certificate for relevant qualification - Endorsed by a respectable industry association • For new applicants:Loading Certificate (Certification attested by the AC Manager/ accredited competency assessor/ TESDA representative that the applicant has assisted in the assessment of at least two (2) candidates under the supervision of the Accredited Competency Assessor)

  8. Accreditation Requirements • For Re-accreditation: Certificate of Attendance on Assessment Moderation for the relevant qualification • For Re-accreditation: Results of Performance Evaluation

  9. Accreditation Fee • The accreditation fee of competency assessors shall be Php 500.00

Scope of Competency Assessor’s Accreditation • Accredited Competency Assessors (ACA) shall administer assessment only in the qualification where they have been accredited. • Competency Assessors accredited by a TESDA DO may conduct assessment in another region/province/district upon invitation of the concerned TESDA office. • Teachers/Instructors/Trainers are not allowed to assess their own trainees for purposes of National Certification. • The accredited competency assessors shall at all times observe the provisions in the Procedures Manual on Competency Assessment

  11. Scope of Competency Assessor’s Accreditation • The Accredited Competency Assessors shall be responsible in upholding the integrity of the assessment process by safeguarding the authenticity and reliability of all documents and results pertaining to the conduct of assessment.

  13. Steps in Conducting Competency Assessment • Establish the context and purpose of assessment; • Plan and prepare the evidence-gathering process; • Prepare the candidate; • Collect the evidence and make the assessment decision; • Provide feedback on the assessment

Competency Assessors’ Credo • I believe that the credibility and prestige of the Philippine TVET Qualification and Certification System is enhanced or destroyed, depending on the way competency assessors conduct themselves. Believing this, I will administer competency assessments strictly in accordance with the guidelines set forth in the system’s competency assessment methodologies. • I will be professional in my dealings with the competency assessment candidates, whether during the assessment, or outside of assessment conditions.

Competency Assessors’ Credo • I shall place a high value on objectivity and integrity and maintain the highest standards in the services I offer. • Believing in every candidate’s right to total concentration during the assessment, I will do my best to provide and maintain an environment conducive to assessment. • I shall administer assessments only in areas where I have competence. • I shall not allow the competency assessment to be an instrument of corruption

Competency Assessors’ Credo • I shall not make the candidate nervous, distracted or irritated during the assessment. • Last but not the least, I shall zealously safeguard the validity of the competency assessment instruments. I shall see to it that nobody else has access to instrument materials except members of the TESDA competency assessment team and accredited/authorized persons.

  17. Grounds for Revocation of Accreditation The accreditation of competency assessors shall be revoked for the following: • Failure to sustain compliance with accreditation requirements • Violation of any defined procedure in the conduct of assessment • Falsification of requisite documents and/or false statements in connection with the application for accreditation

  18. Grounds for Revocation of Accreditation • Failure to notify TESDA of any change that directly or indirectly affects assessment conditions in relation to the conditions existing during the original accreditation. • Connivance with the candidate regarding the fulfillment of assessment requirements. • Illegal exaction of fees other than those approved by the TESDA Board.

  19. Grounds for Revocation of Accreditation The National Certificate (NC) or Certificate of Competency (COC) issued to an individual shall be cancelled for the following: • Falsification or fraudulent duplication of documents • Tampering of NC/COC • Substitution of persons who took the assessment • Any other non-TESDA concerns/violations resulting to serious injury, loss of life of a person or significant damage to property and environment committed by an NC/COC-holder in the practice of his/her job.
