  1. Comune di Osilo Paths of Inclusion A project for job placement under the LR 20/97

  2. A project that comes from afar • This project for the employment of people with mental illness comes about "by chance"in 1997.The City of Osilo concludes an agreement with a social worker / musician who is an expert in the field of music therapy, and proposes the inclusion in the program of social services of a music therapy project in favor of the holders of psychological problems. The proposal is received by the municipality, and financed with own resources pending the funding of the project as presented to the Region. That first attempt in "economy" becomes an objective project which is submitted to the Region for funding. And in view of that funding we are summoned to Cagliari, regional offices, and we are confident experimenting with job placement. ... It 's the start of our project ...In the meantime, law No 20/97 was approved, which serves as the regulatory framework.

  3. The initial difficulties ... • The start wasn’t easy, for several months, despite public notices, personal contacts, attractive proposals for the convenience of being able to benefit from the contribution of "free" labor, it was hard to find a company that wanted to accept any of the users of the service. Until, on the brink of despair and almost about to lay down the arms, we thought a final attempt to open a door to start the project. Forcing a 'hands - and also providing him with political attacks on the alleged private interests in official records - was convinced the then Head of Tourism to host one of the users at the farm where he was one of the owners. ... It was the beginning of a long history that continues ...

  4. ... and the first results • In the first trial year, four people were included, then came to an average of 8 entries in subsequent years. The companies were the most diverse poultry, food, confectionery, bodywork, agriculture, carpentry, etc.  Operators: Social Worker, Psychologist, Professional educators are experienced in a new and challenging, which found the equilibrium point, processing difficulties, a commitment to push for more and more convinced, in the multiprofessional team

  5. Strengths ... • Innovation, proposing an unconventional approach to mental suffering;Experimentation by users of capacity / skills are often unknown to themselves;Interaction and integration between services, users, companies, families, local communities;Strong socio-health care (perhaps for the first time you experience a very cooperative relationship between the CSM Ente Locale);Opening openings for a real integration into the world of work;Constant support from the RAS, which always has refinanced the project goal (until last year!)Role of educators and professional team who chaired the project.

  6. ... and the critical • companies that are not; • crises of the people live;... and neglect (usually followed by return);-the crises of the operators;-the uncertainties of funding;-assumptions (true) do not arrive;-care pathways that are addictive and do not -evolve with the institutions;-frustration in users and family

  7. The project evolves ... • In 2003 the City of Osilo is associated with the City of Olmedo, and for some years the project is carried out in synergy, allowing the employment of both users and municipalities; At the end of 2005 the project became "The work for inclusion, and extends to 15 municipalities;By reshaping the region required by the end of 2006, municipalities became involved 18

  8. and the results are gathered -At the end of 2007, the RAS finances with € 675,415.80, the project objective "work for inclusion, which includes 18 municipalities, allows the employment of No 64 users, involves no 66 local companies; • In May 2008, the Regional Hygiene, Health and Social Care awarded the project with € 30,000 and a plaque that reads: "To the City of Osilo for the task of social integration of people with mental disorders considered to be one of the six best practices in the social good "; • At the end of that 2008, with the prize of the Region, is organizing the conference "Re / Get to know" where the project meets the business world, and published the book "Pathways to Inclusion", which tells, with many voices, the history of the project; -In 2009, the project is refinanced by the RAS with a further contribution of € 348,000.00 which allows us to continue the work until November 2010.

  9. The time of delusion • Today, unfortunately, the funds are finished, the project has not been refinanced, and our 64 children have returned home sadly. A situation of extreme gravity, which caused deep disappointment and grave crisis in boys, and that makes us reflect on the fact that a service stopped, after the people we have become accustomed and have benefited, it is much worse of a service that never existed, because people involved in the disruption strengthens the feelings of neglect and indifference on the part of institutions. The Directors of our municipalities are engaged in the region to restore the funding. ... Let's hope so! Meanwhile, the same region, in contrast to the almost non-refinancing of the project, in cooperation with the Ministry of Health has set up a table for writing guidelines for the employment of people with mental disorder (of which also the speaker). Work is well underway. Again ... hopefully good.

  10. But we still look forward ... • Building on the critical issues identified, and in particular the care pathways that are addictive and do not evolve with the institutions and the lack of interventions and actions that are also connected to the timing oThe objective is to identify and support a number of at least six people (involved in the project between 64 supra) that could get them to form a cooperative, thereby exhibited increasingly autonomous and independent institution mothering.f funding, we are now taking it a step further, aiming at the creation and support a social enterprise.

  11. The project "The greenhouse of Gulliver" • As part of the notice "For Altiora, the Region of Sardinia, was presented the "The Gulliver's greenhouse, "which seeks to obtain the results the stabilization and continuity in the work that other interventions have not been able to offer; • The project was funded, in mid-2010, with a sum of € 266,000.00, and were initiated prior action; • E 'planned purchase of a greenhouse (with PLUS funds to the City of Osilo is lead institution), let it be run by a cooperative of "B"; • They also planned a course of vocational training and 18 scholarships for as many people work for a period of 12 months; • According to the business plan we prepared the Faculty of Agriculture, University of Sassari (with very conservative estimates) over three years, the management of the greenhouse should produce a profit of about € 100 thousand, which the cooperative can reinvest to expand its business; • The 18 municipalities are the guarantors of, and undertake to absorb the production that is placed on the market, thereby ensuring the sustainability of the enterprise secure.
