Background • Since 90ies: No official GDC due to improved human rights situation re-launched • GDC limited to DED, with reduced activities, with civil society only, managed by regional director in Benin, 1 COR and ca 10 DW • 2007: MS HIV through programme «ASC LucoSIDA»: • Microprojects • Mainstreaming HIV targeting DW, local experts and Pos • 2009: Partnership with RECORD • Local expert (EFK) • 2010: First results chain (ex-DED) developped • The only strategic document, valid until July 2012 • No substantial finances • Partnership with BfdW (microprojects, 2y), • PSI Togo (condoms)

  4. 2011 The guidance note and ASC LucoSIDA • No official GDC, Togo is not on the country list • Full fledged successful programme • Guidance note is and remains of little relevance • Possibilities of adapting the programme to the guidance note: • Internal mainstreaming: • Increased knowledge re risks and protection: Information • Access to means of protection: Condoms • Reduced stigma and discrimination: Information • External mainstreaming: • Little possibilities

  5. 2012 The guidance note and ASC LucoSIDA • Re-launch of official GDC • Transition towards independance of GIZ Togo: Programmes and admin; management • ASC LucoSIDA in transition – the challenge • Process towards separation of partners and of the programme • QB AIDS towards FP • ASC LucoSIDA towards GDC mainstreaming • Workshops intensified • With clear GDC internal mainstreaming components • Workplans and focal persons • No workplace programme • Advice by QB AIDS / FP Mainstreaming of Benin

  6. Perspectives for 2013 GIZ Togo full fletched: • New programs with new personnel in place MS HIV/AIDS: • GDC MS HIV/AIDS to be developped and applied especially re external mainstreaming
