  4. 2015 FEHB Enrollment • 97 plans (257 choices) for 2015 • Ten plans have service area expansions in 21 states

Four new health plans • UnitedHealthcare Insurance Company (code L9) in District of Columbia; Chicago, Illinois area; Maryland; San Antonio, Texas area; and Northern Virginia; and (code LV) in Miami, Orlando, and Tampa, Florida; and Atlanta, Georgia areas • Priority Health (code LE) in the Lower Peninsula of Michigan • Keystone Health Plan West (code NP) in Western Pennsylvania • Innovation Health Plan (code LQ) in Northern Virginia

Five plans adding new options • Aetna HealthFund High Deductible Heath Plan (HDHP) - portions of all 50 States and DC - Consumer Driven Health Plan (CDHP) option, Aetna Direct (code N61, N62) • Kaiser Foundation Health Plans of Colorado - Denver, Boulder, Northern and Southern Colorado - Basic option (code N41, N42) • Calvos Selectcare - Guam - Standard Option (code B44, B45) • Physicians Health Plan of Northern Indiana - Northeast Indiana - HDHP option (codes DQ4, DQ5) • Dean Health Plan - South Central Wisconsin - Standard option (code WD4, WD5)

  12. 2015 FEHB Benefits • Average non-postal 2015 premium increase is 3.2% • Plans are continuing to encourage less costly generic drugs • Plans are continuing to encourage tobacco cessation benefits

  13. 2015 FEDVIP Enrollment • Six nationwide and four regional dental plans, and four nationwide vision plans; there is no change in the number of plans for 2015 • If employees are enrolled and do nothing during Open Season — they ARE ENROLLED in 2015! • Cancellation must be made during Open Season

  14. 2015 FEDVIP Enrollment (cont.) • Retirement, financial hardship, and a provider leaving the plan’s network DO NOT allow someone to cancel FEDVIP coverage outside of Open Season • Employees/Annuitants are still trying to enroll through Employee Express, other electronic enrollment systems, or via paper. The only enrollment system is BENEFEDS

  15. 2015 FEDVIP Benefits • Average 2015 premium increase for dental plans is 1.71% • Average 2015 premium increase for vision plans is 1.5%

  16. 2015 FEDVIP Benefits (cont.) • FEP BlueDental • Increasing Annual Benefits Maximum for Non-Orthodontia In-Network Services from $10,000 to $15,000 • EmblemHealth • Increasing the Annual Maximum from $5,000 to Unlimited • Increasing the Orthodontia Lifetime Maximum from $2,000 to $3,000 • Increasing the Dental Implants Annual Maximum from $600 to $1,000

  17. 2015 FEDVIP Benefits (cont.) • MetLife Federal Dental • Increasing Annual Benefits Maximum for Non-Orthodontia Services from $10,000 to $20,000 • United Concordia Dental • Changing the network name from Alliance to Federal Dental Program to make it easier for enrollees to know which network to use

  18. 2015 FEDVIP Benefits (cont.) • Aetna Vision • Adding a Replacement Contact Lens Program • Adding Standard Anti-Reflective Coating and Photochromic Lenses • FEP BlueVision • Covering Polycarbonate Lenses in full • Decreasing copay on Anti-Reflective Coating under High Option • UnitedHealthcare Vision • Removing copay for Standard Anti-Reflective Coating under High Option

  19. 2015 FSAFEDS EnrollmentHealth Care FSA • For eligible out-of-pocket health care expenses for enrollees and their families • Maximum annual contribution remains $2,500 • Minimum contribution has changed from $250 to $100 • Health care FSAs will no longer have a grace period; instead, qualifying participants can carry over up to $500 of unused funds to the next plan year

  20. 2015 FSAFEDS EnrollmentHealth Care FSA (cont.) • Enrollees must incur all eligible health care expenses by December 31, 2015 and claims must be filed by April 30, 2016 • Two married Feds could contribute a maximum of $2,500 each

  21. 2015 FSAFEDS EnrollmentLEX Health Care FSA • A limited expense (LEX) health care FSA is limited to enrollees in a High Deductible Health Plan with a Health Savings Account • Reimbursement is only for eligible dental and vision expenses which are NOT covered or reimbursed by FEHB, FEDVIP, or any other insurance coverage • LEX health care FSAs will no longer have a grace period; instead, qualifying participants can carry over up to $500 of unused funds to the next plan year

  22. 2015 FSAFEDS EnrollmentDependent Care FSA • For eligible day care and elder care expenses (not health care expenses) • Annual contribution is a minimum of $100 to a maximum of $5,000 per household (includes any child care subsidy) • Employees who enroll during Open Season have 14 ½ months to spend money in account (January 1, 2015 to March 15, 2016) • Enrollees must incur all eligible dependent care expenses by March 15, 2016 and claims must be filed by April 30, 2016 • Dependent care FSAs still have a grace period; by law, dependent care FSAs cannot use carryover

FEHB Open Season Effective Dates Effective date is first day of first pay period on or after January 1 • Most employees: January 11 • U.S. Postal employees: January 10 • Workers’ Compensation recipients: January 11 • Tribal employees: January 1 (always) • Temporary Continuation of Coverage (TCC) and Spouse Equity: January 1 • Retirees: January 1 (always)

Going Green Initiative • OPM is encouraging use of FEHB electronic brochures versus paper brochures • FEHB plans will not be automatically mailing brochures to their enrollees • FEHB plans will mail paper brochures upon request • Go Green and review plan brochure by visiting www.opm.gov/FEHBbrochures
