MTC’s Role in Transportation and Land Use • MTC • Is the MPO for transportation purposes • Serves the nine county Bay Area • Responsible for the RTP • Traditionally: • Transportation planning at the State or regional level, along with Federal policies. • MTC has served the mobility demands created by local land use decisions and the derived demand for transportation

Transportation 2030 • Beginning of an 18 month effort launched by MTC to write a new long-range plan to guide transportation and land use investments in the nine-county Bay Area • Began with full Saturday session • 500 participants at kick-off session • Internet participants • Will include extensive outreach, strong role by CMAs in each county, strong participation by our Citizens Advisory Council

  6. 3. Transportation and Land Use • Should the approach to land use and transportation used in the 2001 Regional Transportation Plan remain basically unchanged in the Transportation 2030 Plan or would you propose that it be substantially modified?

TLC/HIP Challenges • Program Evaluation of TLC • Have we accomplished our goals? • What can we learn from our experience? • What should we do differently? • Tripling TLC funding – from $9 million to $27 million • 2001 RTP commits $420 million to TLC/HIP over 25 years) • Local subvention of $9 million per year to nine counties. • How do we coordinate between regional and county programs? • How will the counties craft their TLC/HIP programs? • Should we expand TLC to include grants for specific plans, zoning and general plan amendments that support smart growth and TODs?

New multi-family housing in the east Bay Area New multi-family housing in the east Bay Area Housing at the proposed Dublin Transit Center Housing at the proposed Dublin Transit Center Housing Incentive Program • HIP grants awarded to local agencies that plan and build compact, transit-oriented housing • Proposed housing must be within 1/3 mile of major transit station with service intervals of 15 minutes or less during peak commute times • Number of units per acre determines total grant award: • 25 units/acre: $1000 per bedroom • 40 units/acre: $1,500 per bedroom • 60 units/acre: $2,000 per bedroom • HIP funds are spent on TLC capital projects anywhere within the applicant’s jurisdiction • Grant Cycle: $9 million in federal STP, CMAQ, and TEA funds available for programming per cycle * Additional $500 per bedroom awarded to affordable units

  16. Smart Growth in Forecasts • MTC will be using the Projections 2003 forecasts for analysis of the RTP • Projections 2003 will be used in corridor studies and alternatives analyses • Projections 2003 will be used in future county level forecasting – to be consistent with MTC

Smart Growth in Performance Measures • MTC is evaluating projects based on multi-modal performance measures • Smart growth objectives will be included in the performance evaluations • MTC Commission to determine appropriate use of smart growth objectives in evaluating projects after staff develops information

Smart Growth on the Ground • MTC is working with the CMAs and transit agencies to identify the best local opportunities for transit oriented development. • Focus will be on locations where there is significant local support for transit oriented development. • BART policies require transit supportive development around new stations.

T-PLUS • MTC + CMAs • Transportation + Land Use Planning • An expanded partnership between MTC and CMAs to facilitate transportation and land use integrated planning • A connection with local agencies responsible for land use planning, also involving transit agencies • $150,000 per CMA for each of three years

  24. We are using the RTP development process in the Bay Area to knit together the regional smart growth vision, countywide initiatives, and local implementation of transit oriented developments to bring us together along the path of a smart growth friendly transportation system.
